GUIDELINES FOR ELIGIBILITY TO TRAVEL TO MALAYSIA DURING COVID-19 PANDEMIC

Eligible travelers to Malaysia from countries accredited to the High Commission of Malaysia in Nairobi, Kenya (Burundi, Rwanda, South Sudan, Tanzania and Uganda) are required to install MySejahtera app from Play Store/App Store.

1.         ELIGIBLE TRAVELERS FALL UNDER THESE CATEGORIES:

1.1.      All Malaysians;

1.2.      Permanent Resident of Malaysia;

1.3.      Listed MM2H visa holder (please email to this office for verification);

1.4.      Diplomats who serve in Malaysia and already have an Exemption Order, spouses and children with valid Dependent Visas;

1.5.      Spouses of Malaysian nationals who have Long Term Social Visit Visa under Spouse Pass; and

1.6.      Expatriates who have obtained special approval from the Director General of Immigration Malaysia.

2.         ADDITIONAL REQUIREMENTS AND SUPPORTING DOCUMENTS:

Permanent Resident: (subject to those who did not leave the country during the MCO period)

1. Approval from Director General of Immigration Department is only required for new or expired applications. Request for the approval by email at pbf@imi.gov.my; kpi@imi.gov.my; naeem.azmi@imi.gov.my;
2. Certificate from accredited hospital that a swab test result is negative. The swab test must be conducted 3 days before the date of departure. This is only applicable for new or expired visa;
3. Confirmed flight ticket;
4. Yellow Fever Vaccination Certificate;
5. Copy of passport (biodata page and all the pages that contain rubber stamps); and
6. Valid MyPR and Entry Permit.

MM2H visa holder:

1. Approval from the Ministry of Tourism and Culture;
2. Certificate from accredited hospital that a swab test result is negative. The swab test must be conducted 3 days before the date of departure;
3. Confirmed flight ticket;
4. Yellow Fever Vaccination Certificate;
5. Valid MM2H visa; and
6. Copy of passport (biodata page).

Diplomats, spouses and children:

1. Approval from Protocol Department, Ministry of Foreign Affairs for all diplomats, Embassies staff, spouses and children.
2. Certificate from accredited hospital that a swab test result is negative. The swab test must be conducted 3 days before the date of departure. This is only applicable for new or expired visa;
3. Confirmed flight ticket;
4. Yellow Fever Vaccination Certificate;
5. Copy of Valid Dependent Pass,
6. Copy Valid Exemption Order and
7. Copy of passport (biodata page).

Spouse of Malaysian national:

1. Approval from Director General of Immigration Department is only required for new or expired applications. Request for the approval by email at pbf@imi.gov.my; kpi@imi.gov.my; naeem.azmi@imi.gov.my
2. Certificate from accredited hospital that a swab test result is negative. The swab test must be conducted 3 days before the date of departure. This is only applicable for new or expired visa;
3. Yellow Fever Vaccination Certificate;
4. Copy of valid Spouse Pass; and
5. Copy of passport (biodata page).

Expatriates:

1. Copy of Entry Approval Letter issued by the Expatriate Service Division (ESD) upon approval from the Director General of Immigration Department. Request for the approval from the Director General of Immigration Department by email at pbf@imi.gov.my together with Support Letter from the relevant Approving Agency or Regulatory Body according to their respective sector;
2. Certificate from accredited hospital that a swab test result is negative. The swab test must be conducted 3 days before the date of departure;
3. Confirmed flight ticket;
4. Yellow Fever Vaccination Certificate;
5. Copy of Valid Employment Pass/Professional Visit Pass/Resident Pass Talent,
6. Copy of passport (biodata page).

All Malaysians and non-citizens having permission to enter Malaysia will need to undergo a mandatory self-quarantine period of 14 days upon arrival after they have been cleared from COVID-19 by the Ministry of Health and will be monitored through MySejahtera application.

3.         PROCESS FOR ARRIVAL OF PUS AT INTERNATIONAL ENTRY POINT

3.1       Before Arrival

All PUS entering Malaysia will need to download the MySejahtera application and to complete the personal details field.

3.2       Arrival through International Entry Point

Guidelines for PUS arriving through International Entry Point are as follows:

1. Health screening at International Entry Point by the Ministry of Health (MOH)

1. Health screening will be carried out upon arrival. Any PUS with COVID-19 symptom/s will be referred to hospital for treatment;
2. Samples for COVID-19 test will be collected at the Arrival Hall or designated Transit Centre. Laboratory analysis and issuance of test result may take some time, hence PUS will have to wait until the test result is issued;
3. Health Assessment Tool (HAT) will be provided to PUS for self-assessment during quarantine period; and
4. PUS will be issued with Annex 14 : Order For Supervision And Observation At Home For Contact of 2019-Novel Coronavirus (2019-nCoV) Infection Under Section 15(1) Prevention And Control of Infectious Disease Act 1988 (Act 342).

2. Immigration, Customs and logistic arrangements to Transit Centre

1. Immigration and Customs procedures are still applicable to all PUS upon arrival; and
2. Present the Entry Approval Letter/E-mail to the Immigration Officer at the entry point, together with their PCR Covid-19 result.

3.3       Management of PUS at Transit Centre

1. In the situation that a large number of passengers arriving through International Entry Point, PUS will be transferred to Transit Centre to undergo COVID-19 test; and
2. PUS will have to wait until the COVID-19 test result is issued before they are permitted to return to their respective home/residence.

3.4       Arrangement of PUS to return to their Home Residence

a.    The next of kin/representative is allowed to receive PUS at the International Entry Point/Exit Point / Transit Center;

b.    PUS is allowed to arrange its own public transport (taxi, e-hailing) to return to their residence.

3.5       Quarantine Management

a.      PUS is subjected to the procedures as prescribed by the Ministry of Health Malaysia; and

b.      Any violation of this quarantine procedure may be charged under the Prevention and Control of Infectious Disease Act 1988 [Act 342].

4.   ENFORCEMENT

The application of this procedure is effective from 10 June 2020 until further notice from the Government of Malaysia.
