ON THE OCCASION OF THE 55TH NATIONAL DAY RECEPTION

Ladies and Gentlemen,
Muy buenas tardes.
I would like to take this opportunity to thank everyone in joining me in this auspicious occasion to celebrate Malaysia’s 55th National Day. It is indeed a joyous occasion to see familiar faces and I look forward to making new friends during this reception.
2. Today we gather to commemorate and celebrate the 55th National Day, or as we call it in Malay – ‘Hari Merdeka’. On this significant date in 1957, Malaysia achieved its independence from the British. Since then, Malaysia’s progress is one of the great success stories of modern times. In the span of over 55 years, the nation has graduated from one that was heavily reliant on the agriculture sector and the export of primary commodities to a highly industrialized and service-oriented nation. Today Malaysia is ranked among the ten most competitive countries in the world. In 2010, Malaysia recorded the highest FDI growth in the region and ranked as the third best outsourcing destination. In 2010 also, the Malaysian GDP growth was 7.2% and 2011, 5.6%. Malaysia has a population of 28 million and 89% of it are middle class. As the theme for this year’s celebration – ‘Promises Fulfilled’ – suggests, the people are now harvesting the fruits of labour from the transformation programmes implemented by the Government.
3. To move the country forward, the Government has embarked on a drive to shift Malaysia from an upper middle income country of USD9,700 per capita income to USD15,000 by the year 2020. Towards this end, the Government has launched the New Economic Model and the Economic Transformation Programme through the 10th Malaysia Plan. The Plan focuses on innovation, creativity and enhanced productivity, high value sources of growth and a new relationship between the public and private sector.
4. The Government continues to support emerging industries that will drive the Malaysian economy in the years ahead. Our tourism and high-end manufacturing sectors are already global leaders, and as a progressive Islamic country, Malaysia is the world’s front runner in the areas of halal products and Islamic finance. Malaysia’s halal certification has gained international recognition which also meets stringent international health and safety standards. Meanwhile, the value of the Islamic finance is over USD1 trillion today, as compared to just USD5 billion in 1985. Malaysia accounts for some 40% of this trade and the Government plans to triple the value over the next decade.
5. As for our tourism sector, the country received 24.7 million tourists last year, recording a USD18.3 billion tourist receipts. Malaysia was also placed ninth for three consecutive years since 2009 in the ranking of the top ten countries with the highest international tourism arrivals by the World Tourism Organisation (UNWTO). The Government has also launched the Tourism Transformation Plan to improve Malaysia’s position in terms of global tourism receipts, which was at number 14 for the past two consecutive years.
6. Despite all these progress, the Government avoids equating development purely with economic growth. The country must also be peaceful and stable, where the people live in harmony. In this regard, the Prime Minister introduced the One Malaysia concept with the aim to ensure that Malaysians of all races achieve closer unity. In the Global Peace Index, Malaysia is ranked 19th among 153 countries in terms of peacefulness, the highest among Southeast Asian countries.
7. Malaysia’s relations with other nations have also flourished over the years, and this is also evident with our relations with Mexico. This year marks the 38th year of formal diplomatic relations between our two countries, which was established on 27 March 1974. Although we are divided by geographical distance, it is easy for us to relate to one another due to our myriad of multi-cultural heritage and experience. Another interesting fact is that we also share the date of 16 September, on which both countries celebrate an important milestone in the country’s colourful history. As Mexico celebrated its 202nd Independence Day more than a week ago, Malaysians celebrated the 49th anniversary of the formation of Malaysia.
8. Bilateral trade between Malaysia and Mexico has increased by 41.74% in 2011 as compared to 2007. In 2011, the total trade between Malaysia and Mexico was valued at USD2.03 billion. Total exports to Mexico were USD1.74 billion while total imports were USD287.27 million. Among Latin America countries, Mexico was Malaysia’s 2nd largest trading partner, largest export destination and the 4th largest import source. It is evident that our bilateral trade is growing, with concentration on the electrical and electronic products. Both Malaysia and Mexico are currently working closely together to further boost the trade relations between our countries. With the inclusion of Mexico in the Trans-Pacific Partnership (TPP), business between both countries looks promising.
9. Apart from the numbers, I am pleased to inform that the Mexico-Malaysia Friendship Group was formed in October 2010. It was indeed a most welcomed and timely initiative by members of the Mexican Chamber of Deputies to facilitate and expand cooperation between Mexico and Malaysia at the political level. In July this year, Mr. Bruno Ferrari, the Minister of Economy visited Malaysia and in October, the Deputy Minister of Foreign Trade of Mexico is planning to organise a commercial mission to Malaysia within the spirit of enhancing bilateral trade between Mexico and Malaysia.
10. Also, I am pleased to inform that there has been a growing cooperation in the education sector. The National University of Malaysia is host to the Institute of Occidental Studies that focuses on academic links with institutions in Latin America. In August, we had six Malaysian participants in Universidad Intercultural del Estado de México (UIEM)under the Mobility Exchange Programme. For three years since 2010, the Institute of Occidental Studies of Malaysia has received students from UIEM, with four students, attending this programme in Malaysia in June this year. Also, several rectors from universities in Mexico, among them the Rectors of UIEM and Universidad de Ixtlahuaca (CUI), will be participating in the International Colloquium on Latin American Studies in Asia (LASA 3) held in Malaysia this October.
11. I am also pleased to announce that National University of Malaysia has signed several Memorandums of Understanding with higher learning institutions in Mexico, including one with El Colegio de México (COLMEX) in May this year and with UIEM last year. UKM is also in the process of identifying areas of cooperation with Universidad Nacional Autonoma de México (UNAM) and Universidad de Ixtlahuaca. Having said that, there remains enormous untapped potential for cooperation between both countries in a multitude of areas other than trade and education.
12. On a personal note, I am fortunate to be able to experience the warmth and hospitality of the Mexican people. After more than a year since assuming my post here, I can proudly say now I have a family, who were my gracious host in San Miguel de Allende. I am delighted that they are here with us today to celebrate this auspicious occasion. Recently I was overwhelmed by the reception that I received when I visited UIEM and CUI despite arriving there for the first time. The reception was filled with music – mariachi included, dances, food and many more that made me feel so welcomed and part of the community there. I believe you agree with me that Mexicans are indeed a friendly community, and you cannot help but be captured by their warmth and generosity. I am also proud to say that the Malaysian community in Mexico, although small in size, have carried the name of Malaysia exemplarily over the years.
13. Also this year we are fortunate to have the presence of our officials from the Tourism Malaysia office in Los Angeles. They participated in the Feria Internacional de Turismo de las Américas (FITA 2012), which was held for four days until yesterday. They brought with them the Malaysian cultural troupe, which will be performing for us shortly. I hope you will enjoy their performance, which showcases the traditional dances of Malaysia.
14. Lastly, on behalf of the Malaysian Government and people, I wish to offer my warmest greetings to His Excellency President Felipe Calderón and the people of Mexico. May this country continue to enjoy peace and prosperity in the years ahead. I am confident that with all the exchanges and cooperation, we will keep striving ahead so that the Malaysia-Mexico bilateral relations will continue to grow to a higher level.

2. Hoy nos reunimos para conmemorar y celebrar el cincuenta y cinco Día Nacional de Malasia, o como lo llamamos en malayo – 'Hari Merdeka'. En esta importante fecha en mil novecientos cincuenta y siete, Malasia logró su independencia de los británicos. Desde entonces, el progreso de Malasia es uno de los más grandes éxitos de los tiempos modernos. En este lapso de cincuenta y cinco años, la nación se ha transformado de ser altamente dependiente en el sector de la agricultura y la exportación de productos primarios a ser una nación altamente industrializada y orientada al servicio. Hoy Malasia está clasificada entre los diez países más competitivos en el mundo. En dos mil diez, Malasia registró el mayor crecimiento de la IED en la región y se clasificó como el tercer mejor destino de outsourcing. En dos mil diez también, el crecimiento del PIB de Malasia fue siete punto dos por ciento y en dos mil once, cinco punto seis por ciento. Malasia tiene una población de veintiocho millones y ochenta y nueve por ciento son de clase media. Como sugiere el tema para la celebración de este año – 'Promesas cumplidas' –, la gente ahora está cosechando los frutos del trabajo de los programas de transformación implementados por el Gobierno.
3. Para impulsar al país, el Gobierno ha iniciado un proyecto para llevar a Malasia de ser un país de ingreso medio superior per cápita de nueve mil setecientos dólares a un ingreso de quince mil dólares para el año dos mil veinte. Con este fin, el Gobierno ha lanzado el Nuevo Modelo Económico y el Programa de Transformación Económica a través del Décimo Plan de Malasia. El Plan se centra en mejorar la innovación, creatividad y productividad, fuentes de alto valor de crecimiento y una nueva relación entre el sector público y privado.
4. El Gobierno continúa apoyando las industrias emergentes que impulsarán la economía de Malasia en los años venideros. Nuestro turismo y sectores industriales de alta calidad ya son líderes mundiales, y como un país islámico progresista, Malasia es el favorito en todo el mundo para productos hallal y para las finanzas islámicas. La certificación hallal de Malasia ha ganado reconocimiento internacional y también cumple con las estrictas normas internacionales de salud y seguridad. Mientras tanto, el valor de las finanzas islámicas está hoy arriba de un billón de dólares, en comparación con sólo cinco mil millones de dólares en mil novecientos ochenta y cinco. Malasia cuenta con un cuarenta por ciento de este sector financiero y el Gobierno planea triplicar su valor en la próxima década.
5. En cuanto a nuestro sector turismo, el país recibió veinticuatro punto siete millones de turistas el año pasado, logrando ingresos por Turismo por dieciocho punto tres millones de dólares. Malasia también se colocó en noveno lugar durante tres años consecutivos desde dos mil nueve en el ranking de los diez países con los mayores arribos de turistas internacionales de la Organización Mundial de Turismo. El Gobierno también ha puesto en marcha el Plan de Transformación de Turismo para mejorar la posición de Malasia en términos de ingresos de turismo mundial, ya que el país quedó en el lugar catorce en los dos últimos años.
6. A pesar de todos estos avances, el Gobierno evita equiparar el desarrollo puramente con el crecimiento económico. El país también debe ser pacífico y estable, donde la gente viva en armonía. En este sentido, el Primer Ministro introdujo el concepto de “Una Malasia” con el fin de garantizar que los malasios de todas las razas alcancen la unidad. En el Índice Global de Paz, Malasia ocupa el lugar número diecinueve entre ciento cincuenta y tres países en términos de tranquilidad, el más alto entre los países del Sudeste Asiático.
7. Las relaciones de Malasia con otras naciones también han florecido en los últimos años, y esto es evidente con nuestras relaciones con México. Este año marca el treinta y ocho aniversario de Relaciones Diplomáticas formales entre nuestros países, establecidas desde el veintisiete de marzo de mil novecientos setenta y cuatro. Aunque estamos divididos por la distancia geográfica, es fácil para nosotros relacionarnos debido a nuestros patrimonios multiculturales y experiencias. Otro hecho interesante es que también compartimos la fecha del 16 de septiembre, en el que ambos países celebramos un importante hito en nuestra historia. México celebra su doscientos dos Día de la Independencia y los malasios celebramos el cuarenta y nueve Aniversario de la Formación de Malasia.
8. El comercio bilateral entre Malasia y México aumentó un cuarenta y un punto setenta y cuatro por ciento en dos mil once en comparación con dos mil siete. En dos mil once, el comercio total entre México y Malasia fue valorado en dos punto tres millones de dólares. El total de las exportaciones a México fue de uno punto setenta y cuatro millones, mientras que las importaciones totales fueron de doscientos ochenta y siete punto veintisiete millones de dólares. Entre los países de América Latina, México fue el segundo mayor socio comercial, el destino de exportación más importante y la cuarta mayor fuente de importación de Malasia. Es evidente que nuestro comercio bilateral está creciendo, concentrándose en los productos eléctricos y electrónicos. Malasia y México actualmente están trabajando estrechamente para dar un mayor impulso a las relaciones comerciales entre nuestros países. Con la inclusión de México en el Tratado de Asociación Transpacífica (TPP), el comercio entre ambos países parece prometedor.
9. Además de los números, me complace informar que en julio de este año, el Licenciado Bruno Ferrari, Secretario de Economía, visitó Malasia y en octubre, el Sub-secretario de Comercio Exterior de México organiza una misión comercial a Malasia para mejorar el comercio bilateral entre México y Malasia.
10. Asimismo, me complace informar de que hay una creciente cooperación en el sector de la educación. La Universidad Nacional de Malasia es la sed del Instituto de Estudios Occidentales dedicado a los vínculos académicos con instituciones en América Latina. En agosto, tuvimos seis participantes malasios en la Universidad Intercultural del Estado de México bajo el programa de intercambio estudiantil. Durante tres años desde dos mil diez, el Instituto de Estudios Occidentales de Malasia ha recibido estudiantes de la Universidad Intercultural del Estado de México, y cuatro alumnos mexicanos participaron en este programa en Malasia en junio de este año. También, varios rectores de universidades de México, entre ellos los rectores de la Universidad Intercultural del Estado de México y la Universidad de Ixtlahuaca, participarán en el Coloquio Internacional sobre Estudios Latinoamericanos en Asia que se celebra en Malasia este octubre.
11. Me complace también anunciar que la Universidad Nacional de Malasia ha firmado varios memorandos de entendimiento con las instituciones de educación superior en México, incluyendo uno con El Colegio de México (COLMEX) en mayo de este año. La UKM también está identificando áreas de cooperación con la UNAM y la Universidad de Ixtlahuaca. Dicho esto, queda un enorme potencial para la cooperación entre ambos países en diferentes ámbitos tanto en comercio como en educación.
12. En una nota personal, soy afortunada de poder experimentar la calidez y hospitalidad del pueblo mexicano. Después de más de un año desde que asumí mi cargo aquí, puedo orgullosamente decir que ahora tengo una familia, que fueron mis amables anfitriones en San Miguel de Allende. Estoy encantada de que están aquí con nosotros hoy para celebrar esta feliz ocasión.
13. Recientemente quedé abrumada por la recepción cuando visité la Universidad Intercultural del Estado de México y la Universidad de Ixtlahuaca a pesar de hacerlo por primera vez. El recibimiento estuvo lleno de música – mariachi incluido, bailes, comida y muchos más que me hicieron sentir muy bienvenida y parte de su comunidad. Creo que ustedes estarán de acuerdo conmigo que los mexicanos son de hecho una comunidad amistosa, y uno no puede evitar sentirse acogido por su calidez y generosidad. Me siento realmente conmovida.
