KUALA LUMPUR ACTION PLAN 2025
We, the Ministers and the representatives, concurred on adopting the Kuala Lumpur Action Plan 2025 at the Fourth Ministerial Meeting of the Conference on Cooperation among the East Asian Countries for Palestinian Development (CEAPAD IV) on 11 July 2025 in Kuala Lumpur. This Action Plan will guide members of the CEAPAD in assisting Palestine in areas, among others, humanitarian aid, reconstruction and state-building through capacity-building and technical cooperation.
1. Palestinian Needs
Palestinian people find imminent and mid-to-long term assistance needs in:

2. Fields of Strength of CEAPAD Partners
CEAPAD partners will spare no efforts to provide assistance to Palestine in the following fields where they can draw on their own resources, knowledge, and expertise of socio-economic development:

| b. | Housing |
| c. | Social Protection |
| d. | Solid Waste Management/Disposal |
| e. | Debris Management |
| f. | Unexploded Ordnance Management |

| l. | Private Sector Development |
| m. | Technology and Artificial Intelligence |

3. Ways of Cooperation
CEAPAD partners will coordinate in the following forms to identify best ways of their cooperation with Palestine:
