Malaysians residing overseas who wishes to register as voters to enable them to participate in the next election MUST:-
a) Be a Malaysian citizen;
b) Be 21 years of age or above;
c) not being barred/disqualified by any laws in force.
There are 2 types of voters:- |

(A) | Normal Voters Normal voters residing or working as a non-government staff overseas would have to register in Malaysia at the Suruhanjaya Pilihan Raya Malaysia (Election Commission) headquarters in Putrajaya or state offices (www.spr.gov.my) or at any computerised post office. He/she needs to be present at the polling centre in Malaysia, in the constituent where he/she wishes to be registered as a voter, to cast his/her votes during the polling. | (B) | Absent Voters or Pengundi Tidak Hadir (PTH) Absent voters are those specified under Regulation 2, Elections (Registration of Electors) Regulations 2002 as: (i) members of the Malaysia Armed Forces and their spouses; (ii) Malaysian civil servants who are serving abroad and their spouses; and (iii) full-time Malaysian students abroad and their spouses. Absent voters are permitted to cast their vote through postal voting. |

Registration of absent voters is undertaken by officers from the Malaysian High Commissions Office. To register, you need to:-
- visit the Malaysian High Commission in the country you reside in;
- produce your MyKad to the officer in charge and fill in the registration form;
- state your current address in the country in which you reside in, occupation and the serial number of "Borang A" to the officer so that the particulars can be written in a sheet of A4 paper and be attached with your registration form;
- check your particulars in the completed form and sign after ensuring that all particulars are in order; and
- keep a copy of the registration form as proof of registration. It can be used as evidence of your registration in the event that your name does not appear in the draft of the Supplementary Roll when it is exhibited in which case you can submit a claim.
