Instructions for transit permits

Updated to 25 July, 2020

These regulations apply to all those areas, places, sectors, communes, provinces and/or regions that have been declared by the health authority to be affected by territorial quarantines whether they are in Quarantine or Transition Step, and/or sanitary cordon.

Regarding the curfew, the provisions of the Chiefs of National Defence shall be applicable.

I. DEFINITIONS

1. Isolation Quarantine: confinement to be complied with by persons confirmed with COVID-19, awaiting the result of the PCR test and/or who have had close contact with persons confirmed WITH COVID-19, this should be done in their home, hospital grounds or residence, according to clinical criteria.

2. Territorial quarantine: Areas where the free transit of persons is prohibited in order to prevent community transmission and spread of the virus.

a. Sector or Place in Quarantine (Phase 1): Areas where the free transit of people is prohibited in order to prevent community transmission and spread of the virus, every day of the week.

b. Sector or Location in Transition (Phase 2): Areas where the free transit of people is prohibited in order to avoid community transmission and spread of the virus, only on Saturdays, Sundays and holidays.

3. Preventive Quarantine: confinement to be complied with by the elderly over 75 years during the period determined by the authority, for being considered a high- risk group and people who enter Chile for the period of 14 days.

4. Sanitary Customs: sanitary control barrier that is established at a specific point to control access between one zone and another according to the risk of the person.

5. Sanitary cordon: measure that prohibits the entrance and exit of a certain place. To cross, an individual safe-conduct, a temporary collective permit or a single work permit will be required to ensure basic supplies and essential services in that place.

6. Curfew: It is the suspension of the freedom of transit in the hours determined by the Chiefs of National Defence in a State of Constitutional Emergency of Catastrophe

7. Temporary Individual Permit: this is an authorization that allows people to carry out fundamental activities and obtain essential goods and services in communes that are under health quarantine. It can be acquired remotely at a Comisaria Virtual or in person at police stations. They do not allow travel during curfew hours or to cross a sanitary cordon.

8. Collective Permit: It enables the travel of persons, who carry out essential tasks established as such in Title IV of these regulations, in the fulfilment of its functions, with its credential or document that accredits contractual relation accompanied by its National Identity Card. This permit also authorizes travel in sectors or locations declared to be under territorial quarantine, during curfew hours and to cross a sanitaire cordon.

9. Single Collective Permit: is the one requested by a company or institution of essential item, so that their workers can attend in person to the workplace and / or circulate in the exercise of their duties. This must be requested through a Comisaria Virtual, attaching a nominated list of workers along with the email address of each one of them. The worker will receive in this mail the authorization of travel with the individualization of name and schedule to carry out their work.

10. Delivery's permit: it is the one that authorizes the distribution of food, medicines and other essential goods for domestic use through the delivery platforms that will enable them to circulate through quarantined communes. This permit is obtained through Comisaria Virtual.

11. Safe-conducts: these are temporary authorizations that allow fundamental activities to be carried out during curfew hours and also to cross through sanitary lanes. These can be individual or collective.

12. Essential goods for domestic use: are those goods that are intended to be used or consumed by people within the home and those necessary for the existence, stability, conservation and security of the home.

II. TEMPORARY INDIVIDUAL PERMIT

This type of permit authorizes people to carry out fundamental activities and to supply themselves with essential goods and services.

This permit may be requested remotely in the portal comisariavirtual.cl by entering the respective unique password or the RUT and serial number of the RUT.

In those sectors or locations that are in Quarantine Step, they can be requested up to twice a week.

In sectors or locations that are in any other Step, a maximum of one permit may be applied for each week. No permission of any kind will be required to go to medical emergencies or in the event of needing help from the police. To request permits to move between sectors or locations that are in different steps, the provisions of paragraph 20 of this title shall apply.

This type of permit will have the following characteristics:

1. It may only be requested directly by the person who is to move from one place to another, in any of the cases listed below. Under no circumstances may a person who is on the active COVID-19 records maintained by the health authority circulate.

2. These permits are personal, unique and non-transferable and lose their validity once the period for which they were granted has expired. In the event that they are disabled persons or elderly non-valid adults, they may carry out the activity in the company of another person.

3. The procedures authorized through this permit can only be carried out by one person.

4. The maximum number of individual permits per week shall not apply to the cases indicated in numbers 3, 14 and 15 below, relating to the persons with autism spectrum disorder or other types of cognitive disability, blood donation and apheresis, and the care of elderly persons and persons with disabilities.

5. The validity will start 15 minutes after being requested in the Comisaria Virtual platform.

The falsity regarding the facts and circumstances declared by the applicants through the portal comisariavirtual.cl will be punished according to the Criminal Code.

This type of permit will be granted for the time indicated in each of the following cases:

1. Going to health centres, services and establishments per previously arranged hour and/or medical treatment. In this case, the person may go with a companion. Duration: 3 hours of free transit.

2. Going to pharmacies, supermarkets, markets and/or places where basic supplies are sold, whether for the purchase of food, medicines and/or other basic supplies. Duration: 3 hours of free transit.

3. Taking a person with autism spectrum disorder for a walk with their respective caregiver or companion, who must show the supervisory authority the Disability Card, Certificate of Disability from the Civil Registry or Medical Certificate indicating the Diagnosis of Autism Spectrum Disorder. The permit must be requested in the name of the caregiver or companion. Duration: 2 hours of free transit, no restrictions.

4. Walking pets or animals under your care, with reduced transit within the two blocks around your home or residence. Duration: 30 minutes,

5. Payment of basic services, collection of pensions and bank management. For pensioners who have to go to the payment centres to collect their pension, the receipt and their respective national identity card will suffice. Duration: It can only be requested from Monday to Saturday for 3 hours. In the case of pensioners who attend the payment centres with the aforementioned documents, the authorisation will be understood to be valid on the day of payment.

6. Going to funerals of immediate family members. Duration: 5 hours of free transit if residing in the same region of the funeral; and, 24 hours if the funeral is in another region.

7. Collection of food from public bodies, such as JUNAEB or others. Duration: 5 hours, maximum once a week.

8. Appearance at a summons to which an attorney or other person is required by law to attend. Duration: Until completion of the proceedings.

9. Bringing food, medicine or basic needs to older adults, avoiding direct or physical contact with them. Duration: 2 hours of free transit

10. Bringing food, medicine or basic necessities to prison premises, in accordance with the rules established by the Chilean Police. Duration: 3 hours of free transit,

11. Transfer of children or adolescents between the homes of their parents or guardians for the fulfilment of all or part of the time of a quarantine decreed by the health authority. Duration: 2 hours for the transfer.

12. Transfer and stay of the parent in health centres to visit people with disabilities and dependence. Duration: 3 hours of free transit

13. Civil marriage ceremonies. This permit may be requested, once only, for each bride and groom, which may include a total of up to 5 companions per bride and groom, according to the capacity of the facility where the ceremony is held, in order to ensure social distancing. Duration: 4 hours.

14. Blood donor permit for people who have a reserved time at an authorised donation centre. This permit will last 4 hours for blood donors and can be requested once every 90 days. In the case of apheresis donation, the permit will have a duration of 6 hours and may be requested once every 15 days. This permit is in addition to the two weekly permits.

15. Carers of elderly and disabled people, with or without a contract, who can prove the health condition of the person requiring assistance and their link with the person.

16. The elderly in sectors or locations in Quarantine Step or Transition Step (Steps 1 and 2): Persons of 75 years of age or older, who reside in sectors or places that are in Quarantine Step or Transition, they will be able to leave their homes, up to a distance of 200 meters to for 60 minutes on Mondays, Thursdays and Saturdays between 10:00 and 12:00, or between 15:00 and 17:00. They must carry the National Identity Card and may be accompanied by a person in their care, always complying with the use of a mask, avoiding crowds and walking at least one metre from other people. In no case shall they be permitted to enter closed places or perform any other activity.

17. The elderly in sectors or locations that are NOT in Quarantine or Transition Step (Steps 3 and 4: Persons of 75 years of age or older, who reside in sectors or locations NOT in Quarantine or Transition Step), they may leave their homes, for 60 minutes, any day of the week, between 10:00 and 12:00 or between 15:00 and 17:00. They must carry the National Identity Card and may be accompanied by a person in their care, always wearing a mask, avoiding crowds and walking at least one meter away from other people. Under no circumstances will they be allowed to enter enclosed places or perform any other activity.

18. For people who must travel to another region or arrive in the country, the bus, train and/or plane ticket, their identity card and/or passport will be considered as

permission or safe conduct to go from the terminal to their home or vice versa. You must always carry a health passport, which can be obtained at www.c19.cl.

19. Other cases that the competent authority may reasonably authorize.

20. Travel between sectors or locations that are in different Steps:

a. A person in a sector or location that is in Quarantine Step (Step 1) will always require a permit to move, either within this sector or to sectors or locations in other Steps. This will apply every day of the week. (Restriction of 2 individual permits per week).

b. The person who is in a sector or location that is in Transition Step (Step 2), will be able to move freely in this or in sectors or locations that are in Steps 2, 3 or 4, between Monday through Friday. To travel to a sector or location that is in Quarantine Step (Step 1), you must have an Individual Temporary Permit (maximum 1 per week). For any type of travel on Saturdays, Sundays or public holidays, an individual permit will be required.

c. A person who is in a sector or location that is NOT in Territorial Quarantine (Steps 3 and 4), whose destination is a sector that is in Quarantine (Step 1), must have an Individual Temporary Permit. (maximum 1 per week). Likewise, an individual permit will be required to travel through sectors or localities that are in Transition Step (Step 2) on Saturdays, Sundays or holidays. (maximum 1 per week).

To cross through sectors or locations with travel restrictions (Steps 1 and 2) you must have a Temporary Individual Permit. Temporary Individual Travel Permits between sectors or locations that are in different Steps will be granted, exceptionally, for the performance of essential activities that cannot be postponed. All of the above is without prejudice to the rules applicable to sanitary cordons.

III. INDIVIDUAL SAFE-CONDUCTS

The safe-conducts allow the travel of people at any time, including curfew and enable entry and exit through a sanitary cordon, allowing travel between sectors or locations that are in different Steps.

This type of permit will have the following characteristics:

• It can only be requested directly by the person who will be traveling from one place to another, for any of the reasons listed below.

• These permits are personal, unique and non-transferable and lose their validity once the period for which they were granted has expired.

• They may be requested remotely at the portal comisariavirtual.cl by entering their respective unique password, or in person at the offices of Carabineros de Chile.

It will be granted in the following cases:

1. Medical treatments. Duration: 24 hours, the applicant must also accompany the medical certificate attesting to the illness. (example: treatments for cancer, dialysis).

2. Funeral arrangements. Duration: 5 hours in the same region, 24 hours in another region.

3. Moving. Including members of the family that is moving as a companion of the procedure. Duration: 24 hours in the same region, 48 hours when it is to another region. It must always be accompanied by a notarized affidavit of change of address.

IV. COLLECTIVE TRAVEL PERMIT (ID or Institution Document)

The list of cases in which the travel of persons will be authorised only for specific purposes and to the extent strictly necessary is set out below.

A valid permit authorizing the travel will be considered to be an institutional credential, whether public or private, or an institutional document attesting to your status as a worker in the specific field indicated below, always with your respective national identity card.

1. Health

a. Health professionals and laboratories. Officials of public or private institutions, who carry out functions in this area without restrictions, incorporating companies that offer food and cleaning services in these premises. It extends to quarantine hotels, stadiums and convention centres or others for patient care, and long-stay establishments for the elderly.

b. Children in the care of the personnel indicated in the preceding paragraph, for the sole purpose of going with them to the nursery provided by the corresponding health establishment, bearing their identity card and birth certificate or document proving the child's care.

c. Staff of pharmacies, laboratories, chemical companies and drug producers. Likewise, the personnel of companies dedicated to the production of medical supplies, medical devices, personal protection elements and inputs for their storage and conservation.

d. People who are responsible for the care of children or adolescents (NNA) who are children or are in the care of persons referred to in subparagraph (a) precedent. These persons must present their identity card and photocopy of the health officer's credentials, in addition to a certificate issued by the health institution stating the shifts in which the parents or caregivers perform their role and indicate the name and 11 #Let's take care of each other # Identity card number of the person designated to care for the NNA by the health worker.

e. Forensic Medical Service officers.

2. Emergency

Emergency services, such as firefighters and fire prevention and combat personnel, emergency response crews of transportation companies, gas distribution companies, electricity transmission and distribution companies, telecommunications and drinking water.

3. Public Utility Services

a. Members of the Diplomatic Corps who must carry their diplomatic credentials.

b. Officials and civil servants of the National Congress and its library within the framework of the fulfilment of their duties.

c. Officials and civil servants of the Comptroller General's Office, the Public Prosecutor's Office, the Central Bank and the Social Security Institute.

d. Members and officials of the Constitutional Court, Election Qualifying Tribunal, Regional Electoral Courts and other special courts that are not part of the Judicial Branch, in the performance of their duties.

e. Officials from the National Intelligence Agency. f. Chilean Armed Force
g. Carabineros de Chile.
h. Investigation Police (PDI)

i. Gendarmerie of Chile

4. Transport

a. Personnel working in public transport (buses, subway, metro-train or others).

b. Transporters of essential goods. Only personnel indispensable for carrying out the functions of transporting goods of public and/or private companies with respect to the items indicated in this document.

The dispatch guide will be the health permit for the carrier and must indicate: Driver's RUT. Truck license plate. Date of dispatch. Destination of dispatch. Hourly range to perform it. Products to be dispatched.

c. Essential personnel of the companies that perform activities associated with cargo logistics, such as those developed in ports, maritime terminals, airfields and airports; terminals, roads and other railway facilities; storage, deposit, inspection and/or distribution facilities of goods; transportation elements such as containers, trucks and trailers; and, the provision of any maintenance or repair service or inputs necessary for transportation operations.

d. Personnel working in the country's airports, who may travel from the airport to their places of residence and vice versa, carrying their credential, in the case of crews, and their identity card.

5. Others

a. Ministers of religion, exclusively, to attend rites or activities that cannot be postponed.

b. Persons who provide services in residences for children and adolescents, the elderly, and the disabled or homeless. Likewise, the personnel of the Women's Centres and their shelters.

c. The farm market workers, presenting their patent and identity card.
d. Artisan fishermen and people who perform safety functions on small boats, who must obtain permission on the DIRECTEMAR website (www.directemar.cl).

e. Activities duly founded by the competent authority within the framework of the Step-by-Step Plan, established in the Exempt Resolution No. 591 dated July 23rd of the Ministry of      Health.

In all the above cases, the rules and instructions issued by the Health Authority must be strictly applied.

V. SINGLE COLLECTIVE PERMIT

This permit may be obtained through the Comisaria Virtual, and will be applicable only in the first stage for workers of companies considered as public utility, security and press services, which are listed below.

This permit replaces the use of credentials for free travel, during daytime hours, and the safe-conduct for curfew hours, which must be obtained in order to be authorized to attend work in person and, therefore, persons must carry the Single Collective Permit and the national identity card and always present them to the supervisory authority at the time of control.

This type of permit will have the following characteristics:

• The Single Collective Permit is valid for 7 calendar days.

• In each case, it will be the applicant's responsibility to indicate whether the

  permit will be used during the day and/or in the evening.

• It is valid for entering and leaving through sanitary cordons.

• It must be obtained, at least, 3 hours in advance by the applicant.

• The list of workers will be checked against the records of active COVID-19

  cases maintained by the Health Authority. Consequently, it may not be obtained by persons who are on the above-mentioned register as active cases.

• One-time permits may be scheduled up to 3 days before they take effect, so that applicants can get organized in advance.

• Each applicant institution must enter into the Comisaria Virtual the list of persons who may attend the workplace in person and must inform their respective sectorial portfolios, their total staff and the criteria used to estimate the number of persons who must perform their work in person. This information will be audited by the respective sectoral institutions.

In the case that institutions that provide public utility services require the contracting of services to attend to some type of emergency, support and/or service not contemplated within the essential items, it will correspond to the respective institution to incorporate those who provide the service in the list of people who will attend their work using the Single Collective Permit. Likewise, the institution will be responsible for providing health safety elements.

1. Public Utility Services

a. Personnel working in energy supply and operations plants (generation, transmission, storage and distribution), both public and private.

b. Personnel working in drinking water supply and operations plants. c. Personnel working in gas supply and operations plants.
d. Service station and fuel distribution staff.
e. Staff performing essential tasks for the operation of motorways.

f. Telecommunications services, data centre and operations centre personnel.

g. Personnel working in nuclear reactors.

h. Personnel of banks and financial institutions, compensation funds, securities transport and insurance companies paying annuities. In addition, staff who provide services for the administration of unemployment insurance

i. Isapres and AFP's personnel.
j. Funeral services and cemetery personnel.
k. Workers in garbage collection companies, septic tanks and sanitary landfills.

l. Service providers in postal companies, whether public or private, and delivery companies, which shall be subject to special sanitary rules determined by the Health Authority for the performance of their functions.

m. Essential personnel for the operation of the notary's offices, according to the turn established by the respective Court of Appeals for this purpose and the conservatives of Real Estate.

n. Essential personnel for the facilitation of the country's foreign trade, meaning customs agents and assistants

o. Personnel providing services for the maintenance, repair and operation of public infrastructure, such as public buildings, airports, ports, roads, hospitals, rivers, canals, reservoirs and prisons

p. Personnel providing services for the production, processing and delivery of food to public institutions and those providing services for them.

q. Emergency response teams from transport companies, gas distribution companies, electricity transmission and distribution companies, telecommunications, drinking water, sanitation and pest control.

r. Emergency response teams from transport companies, gas distribution companies, electricity transmission and distribution companies, telecommunications, drinking water, sanitation and pest control.

s. Essential workers for the operation of mining company sites, suppliers and contractors.

t. Personnel of veterinary services and those who provide services for the care of animals in biotheriums, zoos, racetracks, experimental stations, university campuses and other public or private institutions that possess or house animals. This includes members of non-profit organisations that carry out work for the care of animals, duly qualified by the competent authority.

u. People who provide services in hotels with guests.

v. Technical revision plants, only for revisions of trucks and passenger transport vehicles.

w. Personnel of after-sales service crews of construction companies for residential use

2. Security.

a. Concierges and security officers for buildings, condominiums and other properties.

b. Security companies, technological resources and related companies without a Carabineros de Chile OS10 credential.

3. Press.
Journalists and members of the media (TV channels, written press, radio and online media).

4. Food and essential trade

a. Persons serving in supermarkets, bakeries, markets, food supply, distribution and production centres, as well as trade in essential household goods. Also, persons providing services to entities engaged in the production, distribution or trade of essential household goods. Fairground workers only when they present their patent and respective identity card.

b. Workers in neighbourhood stores, food retail outlets, hardware stores and other basic inputs, only when they are served by their own owners (according to labour regulations).

c. Personnel of agro-food companies, forestry and agricultural producers, with respect to the land and tasks in which critical processes are being carried out (planting, harvesting, processing and distribution), as well as fishing and processing of fish and seafood, production of food for animals, birds and fish farming, and production of cellulose and paper, cardboard and derived products.

d. Personnel who carry out functions of dispatching essential goods for domestic use in distribution centres, warehouses and/or shops fitted out for these purposes.

5. Education

a. Education assistants and teachers who are taking ethical shifts.

b. Essential personnel for the technological support and maintenance of educational institutions, whether public or private.

c. Staff of the Integra Foundation and its distribution centres, in order to give continuity to the dispatch of equipment, supplies, pedagogical material, among others, that are necessary for the associated educational establishments.

6. Public Services

This includes civil servants and public officials, including honorary personnel in the performance of their duties as set out below:

a. Municipal officials and civil servants, including councillors.

b. Officials and public servants of regional governments, including regional councillors.

c. Government authorities, ministry and service officials centralized and decentralized publics.

d. Officials of the Public Prosecutor's Office, Comptroller General of the Republic, Central Bank, Electoral Service, National Institute of Human Rights and Children's Ombudsman.

VI. DELIVERY PERMIT

Permit for distributors who provide food and medicine distribution services through delivery platforms, which will enable them to circulate in quarantined communes.

This type of permit will have the following characteristics:

Validity for one day only until 24:00 hours.

• The list of distributors will be checked against the records of active COVID- 19 cases maintained by the Health Authority. Consequently, it cannot be obtained by persons who are on the aforementioned record as active cases.
• Deliverers must present this permit together with their national identity card to the control authority.

VII. VALIDITY

These regulations are effective as of Tuesday, 28 July, 2020 at 5:00 a.m., replacing the instructions accompanied by Official Letter No. 16,695, dated 8 July, 2020, signed by the Ministers of the Interior, Public Security and National Defence.

Notwithstanding the above, all resolutions issued by the Competent Authority remain in full force.
