All Malaysians and foreigners that wishes to return to Malaysia need to download MySejahtera application in their phones. MySejahtera is an application developed by Government of Malaysia to assist in managing the COVID-19 outbreak in the country. It also allows users to perform health self-assessment. Non-citizens (Permanent Residents, Dependents, MM2H, Diplomats, Expatriates or any other non-citizens who have been approved by the Director General of Immigration Malaysia) to enter Malaysia will have to undergo home quarantine at the address registered with the Ministry of Health, Malaysia.
Upon arrival, those who are positive will be sent to the hospitals immediately for treatment. Those who are negative will undergo a 14-days quarantine in their home as registered in the MySejahtera applications. Both foreigners and Malaysians will be issued a wristband for easy of identification and monitoring by the authorities.
GUIDELINES FOR THE ARRIVAL OF PERSON UNDER SURVEILLANCE (PUS) FROM ABROAD COMMENCING 10 JUNE 2020
1. BACKGROUND
In line with the efforts of the Malaysian Government to contain the spread of COVID-19 outbreak, the Government has decided that with effect from 10 June 2020, all Malaysians and non-citizens having permission to enter Malaysia will need to undergo a mandatory self-quarantine period of 14 days upon arrival after they have been cleared from COVID-19 by the Ministry of Health and will be monitored through MySejahtera application. Individuals who are subjected to quarantine orders and holding a Letter of Order For Supervision And Observation At Home For Contact of 2019-Novel Coronavirus (2019-nCoV) Infection Under Section 15(1) Prevention And Control of Infectious Disease Act 1988 (Act 342) are hereby referred to as “Person Under Surveillance (PUS)”.
2. RESIDENCE
Home residence is defined as the quarantine address as specified in the Annex 14, Order For Supervision And Observation At Home For Contact of 2019-Novel Coronavirus (2019-nCoV) Infection Under Section 15(1) Prevention And Control of Infectious Disease Act 1988 (Act 342).
3. LATEST PROCESS FOR ARRIVAL OF PUS AT INTERNATIONAL ENTRY POINT
- 3.1 Before Arrival All PUS entering Malaysia will need to download the MySejahtera application and to complete the personal details field.
- 3.2 Arrival through International Entry Point
Guidelines for PUS arriving through International Entry Point are as follows:
- a. Health screening at International Entry Point by the Ministry of Health (MOH)
- i. Health screening will be carried out upon arrival. Any PUS with COVID-19 symptom/s will be referred to hospital for treatment;
- ii. Samples for COVID-19 test will be collected at the Arrival Hall or designated Transit Centre. Laboratory analysis and issuance of test result may take some time, hence PUS will have to wait until the test result is issued;
- iii. Health Assessment Tool (HAT) will be provided to PUS for selfassessment during quarantine period; and
- iv. PUS will be issued with Annex 14 : Order For Supervision And Observation At Home For Contact of 2019-Novel Coronavirus (2019-nCoV) Infection Under Section 15(1) Prevention And Control of Infectious Disease Act 1988 (Act 342).
- b. Immigration, Customs and logistic arrangements to Transit Centre
- i. Immigration and Customs procedures are still applicable to all PUS upon arrival.
3.3 Management of PUS at Transit Centre
- a. In the situation that a large number of passengers arriving through International Entry Point, PUS will be transferred to Transit Centre to undergo COVID-19 test; and b. PUS will have to wait until the COVID-19 test result is issued before they are permitted to return to their respective home/residence.
3.4 Arrangement of PUS to return to their Home Residence
- a. The next of kin/representative is allowed to receive PUS at the International Entry Point/Exit Point / Transit Center; b. PUS is allowed to arrange its own public transport (taxi, e-hailing) to return to their residence.
3.5 Quarantine Management
- a. PUS is subjected to the procedures as prescribed by the Ministry of Health Malaysia; and b. Any violation of this quarantine procedure may be charged under the Prevention and Control of Infectious Disease Act 1988 [Act 342].
4. ENFORCEMENT
The application of this procedure is effective from 10 June 2020 until further notice from the Goverment of Malaysia.
