Ladies and Gentlemen,

2.         On behalf of the diplomatic community in Lao PDR, it is a great honour for me, in my capacity as Dean of the Diplomatic Corps, to join you this morning in celebrating the joyous occasion of Pi Mai, the Lao New Year Buddhist Era 2569 (BE 2569) and extend our warmest congratulations and best wishes to the Government and people of Lao PDR for peace, prosperity, and continued progress in the year ahead. We are grateful to the Ministry of Foreign Affairs of Lao PDR for hosting this celebration and for its continued engagement with the diplomatic corps in fostering strong and constructive partnerships.

3.         On behalf of the diplomatic community in Lao PDR, I would also would like to take this opportunity to congratulate His Excellency Thongsavan Phomvihane for your appointment as Deputy Prime Minister and re-appoinment of Minister of Foreign Affairs of the Lao People’s Democratic.

4.         Lao PDR is blessed with a rich and unique cultural heritage, deeply rooted in tradition, spirituality, and community values. Pi Mai, in particular, reflects these cultural strengths through meaningful customs such as water blessings, temple visits, and acts of kindness, symbolising purification and new beginnings. The vibrant festivities, warm hospitality, and strong sense of community make Lao PDR an increasingly attractive destination for visitors. We note the recent emphasis by H.E. Dr. Sonexay Siphandone, Prime Minister of Lao PDR on strengthening tourism promotion efforts, particularly by showcasing Lao culture and heritage. In this regard, the diplomatic community stands ready to work closely with the Lao authorities to support tourism development, encourage greater people-to-people exchanges, and promote two-way tourism flows, both bilaterally and at the regional level.

Excellencies, Ladies and Gentlemen,

5.         This year is particularly significant for Lao PDR, marked by key political developments, including the establishment of the 10th National Assembly and the new Cabinet for the 2026–2030 term. These milestones reflect the country’s continued commitment to stability, good governance, and national development. In this regard, the endorsement of the 10th National Socio-Economic Development Plan (2026–2030), will provide the overarching framework guiding Lao PDR’s development trajectory in the years ahead, building on the progress achieved under the 9th Plan. At the same time, the LDC Graduation Smooth Transition Strategy further underscores Lao PDR’s readiness to sustain its development gains and ensure a smooth and resilient transition from Least Developed Country status. Against this backdrop, we express our confidence that Lao PDR will continue to advance its national development agenda successfully and deliver sustained progress for the well-being of its people.

6.         The diplomatic corps remains committed to supporting Lao PDR in its development aspirations and to further strengthening the bonds of friendship and cooperation. As we celebrate this festive occasion together, may the spirit of Pi Mai continue to inspire greater understanding, harmony, and collaboration among us all.
