Consular Services

 

  1. ATTESTATION/WITNESSING AND NOTARY SERVICES

Documents originating from Malaysia such as Statutory Declarations, Sales and Purchase Agreement, Power of Attorney, etc. requires attestation by the Consular Division. Documents needed for authentication are:

a) Passport and Identity Card (original and photocopy)

b) Document issued by Malaysian authorities (original and photocopy)

c) One set copy of the documents for High Commission record

d) Signature Certificate from Notarial Service for Pakistan

e) Signature Certificate from respective High Commission for foreigners

d) RM.20 per signature (Cash)

 

  1. CERTIFICATION OF DOCUMENTS

Certification Procedure of Documents Issued in Malaysia (Certificate of Graduation,

Academic Transcript, etc.)

Necessary Documents for Application:

1. Original and copy of a passport and IC (A4 size)

- As for passport, it is necessary to photocopy pages of data, signature and status of residence.

 2. Registration of Malaysian Citizen Overseas Form

- Applicants can obtain the form from the High Commission of Malaysia, Islamabad.

- For those who have not submitted the form to the High Commission, photo (5x3.5cm) is required.

 

i) Certified Documents:

i)        Certification of true copy of the original

- Please bring the original and its copy (necessary number of copies + extra copy for

High Commission’s record)

- Certification by the Ministry of Foreign Affairs, Malaysia (Wisma Putra) is necessary

for the original.

- The High Commission will not be able to certify as the true copy of the document without certification by Wisma Putra.

- To certify passport, certification by Wisma Putra is not required.

- However, a letter written in English addressed to the High Commission, which clearly states the place to submit and purpose of use, is required.

- Place to submit: High Commission of Malaysia, Islamabad

- Photocopy is required for all pages of a passport including blank pages (please do not make reductions or enlargements).

* Please photocopy passport pages in the centre of A4 size papers (two-page spread) because the copies are put together by punching holes on the top left side.

ii) Translation

- The High Commission does not translate documents.

- The High Commission certifies the copy of translated document certified by Wisma Putra.

- Original and its copy, translated document certified by Wisma Putra and its copy are necessary.

* Necessary number of copies+ 1 extra copy for High Commission’s record (A4 size)

- As for certification of translated content, please contact to Wisma Putra.

          - Certificates, Academics transcript: RM.10 per sheet

 

 

  1. LEGALISATION OF DOCUMENTS

Application for authorization bringing the document(s) that been authorized by the notary’s office first.

Step 1: Please have the English translated document(s) authorized first by Notary Office  

- Authorization stamps from the notary’s office, the Regional Legal Affairs Bureau and the Foreign Ministry are necessary. Please contact the notary’s office for information on how to apply.

 

Step 2: Submit the document(s) to the High Commission for authorization.

          Requirement:

i) Original document(s) that been authorized by the notary’s office

 – Submit a photocopy for each document

Note: Application must be within 3 months from the authorization date given by the Foreign Ministry.

ii) Authorization fee: RM.10/per copy

Notes: * Please make photocopy in A4 size papers.

          * It will take at least 3 days for the document(s) to be authorized (in some cases, it will require more than 3 days).

 

  1. REGISTRATION OF MARRIAGE FOR MALAYSIANS

 

  1. Marriage between a Muslim Malaysian in Pakistan:-

Following are requirements and procedures for a marriage stated above:

Requirements

1. He / She must be age 21 or above (for both nationalities)

2. He / She must be single (for both nationalities)

Procedure

1. Apply for the “Certificate of No Impediment to the Marriage to be issued at the High Commission of Malaysia, Pakistan fee: RM.10

 

Document required

Malaysian

1. A photocopy of the passport (valid at the time of application) - original copy should

be presented

2. A photocopy of the ID card issued by the Malaysian government - original card

should be presented

3. A photocopy of the birth certificate issued by the Malaysian government - original

copy should be presented

4. Permission to get married abroad issued by State Religious Authority of the home

town in Malaysia

5. A photocopy of the Certificate of death of the spouse or Certificate of divorce issued by Islamic family court in Malaysia (original should be presented) (in case of remarriage)

6. Letter of permission by the applicant’s father or Imam (original) (for female only)

 

Pakistani

1. A photocopy of the passport (valid at the time of application) - original copy should

be presented

*In case the applicant does not possess a passport, it can be replaced by driver’s

license or National Health Insurance policy)

2. A photocopy of the Certificate of conversion to Islam (original should be presented)

3. Letter of permission by the applicant’s father or Imam (original) (for female only)

 

Foreigner

1. A photocopy of the passport (valid at the time of application) - original copy should

be presented

2. A photocopy of the Certificate of conversion to Islam (original should be presented)

3. A photocopy of the Certificate of Single Status or Certificate of No Impediment to a

marriage issued by relevant High Commission in Pakistan and English translation (original should be presented)

4. Letter of permission by the applicant’s father or Imam (original) (for female only)

2. Submit a Marriage Registration to the city office, among others, in Pakistan (Please inquire the respective city offices, etc. for the required documents to be submitted)

3. Marriage according to the Islam after the marriage is recognized by a Pakistani

authority

4. Report to the State Religious Authority on the marriage according to the Islam in Pakistan within 30 days of your first trip to Malaysia

Note:

  1.  Please confirm at Muslim Mosque or Islamic associations, which carry out marriage procedures for required documents for an Islamic style marriage.
  1. Photocopy of a passport requires pages with personal Information, status of

residency and signature of holder.

  1. Photocopies must be in A4 size paper.
  1. If the passport or visa status in Pakistan has expired, the Consul will decide whether marriage registration can be proceed.
  1. Marriage between a Non-Muslim Malaysian in Pakistan:-

Following are requirements and procedures for a marriage stated above:

Requirements

1. He / She must be age 21 or above (for both nationalities)

For a person age 16 or 17: approval from Malaysia’s state government is required (for both nationalities)

For a person age 18 to 20: consent from the father is required (for both nationalities)

2. He / She must be single and a non-Muslim (for both nationalities)

 

Procedures

1. The Malaysian person swears an oath at the High Commission of Malaysia, Pakistan in person.(fee: RM.10)

 

Required documents:

A photocopy of the passport (valid at the time of application) - original copy should

be presented

A photocopy of the ID card issued by the Malaysian government - original card

should be presented

Resident Card or Alien Registration Card - original card should be presented

A photocopy of the passport of the person he/she is marrying to - original copy

should be presented

2. Submit the oath statement certified by the High Commission to the National Registration

Department (JPN) of Malaysia to obtain the Single Certificate. (When submitting it to

the JPN, you need an application form “JPN.KC09”. After filling in the form, ask your

family in Malaysia to complete the procedure.)

3. Apply for the “Certificate of No Impediment to the Marriage to be issued at the High Commission of Malaysia, Pakistan fee: RM.10

The original copy of the Single Certificate issued by Malaysia’s National Registration Department

marrying to be issued by the High Commission in Pakistan - original copy should be presented

 

*For an official stamp of the Ministry of Foreign Affairs, Malaysia is required

*For and , original copies do not have to be presented if the Malaysian

national is not residing in Pakistan and a Fiancé is making the application. However,

an official stamp of the Ministry of Foreign Affairs, Malaysia or the High Commission of Malaysia/Consulate-General in his/her residing country is required on the

photocopies of and , and the original copy of the power of attorney written

by him/her.

4. Submit a Marriage Registration to the city office, among others, in Pakistan (Please inquire the respective city offices, etc. for the required documents to be submitted)

5. Re-registration of a marriage to be submitted to the Malaysian government at the

High Commission of Malaysia, Pakistan, within 6 months after the marriage has been approved in Pakistan. *Both parties (Malaysian national and Pakistan national /Foreign national) are required to come to the High Commission (fee: RM20 – please pay in Pakistani Rupees)

 

Documents to be submitted upon application:

Certificate of Marriage Acceptance (issued by the local authority in Pakistan)

Marriage Registration Certificate; including

Accompanying documents (issued by the local authority in Pakistan)

Required documents for the Malaysian national:

1) A photocopy of the passport (valid at the time of application) - original copy

should be presented

2) A photocopy of the ID card issued by the Malaysian government - original card

should be presented

3) A photocopy of the birth certificate issued by the Pakistani government -

original copy should be presented

4) Resident Card or Alien Registration Card (unnecessary for a person not residing

in Pakistan)

5) Photo (size 3.8 cm by 3.2 cm) – 2 sheets

Required documents for the Pakistani national or Foreign national:

1) A photocopy of the passport (valid at the time of application) - original copy

2) Resident Card or Alien Registration Card (unnecessary for a person not residing

  1. Marriage between a Malaysian with Malaysian (Non-Muslim):-

Required Condition

a. Applicant must be over 21 years old. (In case of age between 18 and 21, a letter of consent written by his/her father is required.)

b. Applicant must be single. (In case the applicant has record of divorce(s), Divorce

Certificate(s) of the previous marriage(s) must be submitted. Period between the

previous divorce and this marriage must satisfy the Pakistani civil code.)

c. Applicant must be Non-Muslim.

d. Applicant must possess Pakistani valid visa.

Documents required

1. Passport (valid passport at the time of the report) (original to be presented and a

photocopy to be submitted)

2. IC card of Malaysia (original to be presented and a photocopy to be submitted)

3. Birth certificate of Malaysia (original to be presented and a photocopy to be submitted)

4. Divorce or Death certificate (in case for remarriage)

5. Certificate of registered matters in the Certificate of Alien Registration (not required for a non-resident in Pakistan)

6. 3 photographs (3.8cm x 3.2cm)

  • Please make all photocopies of the required documents in A4 size only.
  • (Photocopy of a passport requires pages with records of personal information, signature and status of residence.)
  • Applicants must be made in person at the Malaysian High Commission.
  • Approval process will takes approximately 2-3 months.
  • Once application approved the applicants have to come to the High Commission along with two witnesses (more than 21 years old) for solemnization.

 

  1. Marriage between a Malaysian with Pakistani in Pakistan:-

Requirements

  1. REGISTRATION OF CHILD BIRTH

A child born outside Malaysia can obtain a Malaysian nationality if his/her father is a citizen of Malaysia and Report of Birth is submitted to the High Commission of Malaysia and be accepted within 1 year of birth (before the child becomes age 1). Please bring your child with you when coming to the High Commission for birth registration. (Please report to the Pakistani authority prior to reporting to the High Commission of Malaysia.)

Required documents for Report of Birth:

Father

a. Passport (original to be presented and a photocopy to be submitted)

b. Birth certificate of Malaysia (original to be presented and a photocopy to be submitted)

c. IC card of Malaysia (original to be presented and a photocopy to be submitted)

d. Certificate of marriage issued by the government of Malaysia (original to be presented and photocopies to be submitted) Islamic Certificate of Marriage (issued by the Malaysian Islamic Authority) in case of Muslim (original to be presented and 2 photocopies to be submitted)

e. Certificate of Alien Registration Certificate (not required if the applicant does not reside in Pakistan) not the alien card, please obtain from city hall

f. Power of attorney letter from father (in case the mother is not Malaysian and she comes to register without father)

Mother

a. Passport (original to be presented and a photocopy to be submitted) If the mother is Pakistani who does not have the passport, Driver’s License or Insurance card can be used.

b. Birth certificate of Malaysia (original to be presented and a photocopy to be submitted) in case the mother is Malaysian

c. IC card of Malaysia (original to be presented and a photocopy to be submitted) in case the mother is Malaysian

d. Resident card after the birth of the child is registered (original to be submitted) in case the mother is Pakistani

e. Certified copy of Family Register after birth of the child is registered (original to be submitted)

in case the mother is Pakistani

f. Certificate of Alien Registration Certificate (not required if the mother is Pakistani) from city hall

 

Child

a. Certificate of birth (in unified form issued by hospital) (original and a photocopy) Or Certificate of the facts mentioned in the Report of Birth issued by city hall.

b. Certificate of acceptance of Report of Birth – issued from city hall

c. 3 photographs (5 x 3.5 cm) (photos that the baby faces the front and its eyes open)

Photocopies must be made of A-4 sized paper.

Photocopy of a passport requires pages with records of passport number, personal Information, extension, revised contents, status of residence and signature of holder.

Documents issued by the Pakistani authority must be within 3 months after issuance.

If the father does not reside in Pakistan, required documents for father, a, b, c original documents are not necessary, however, those a, b, c documents have to be certified true copied by the Foreign Ministry of Malaysia, or Malaysian High Commission(or Consulate) where the father resides.

 

  1. APPLICATION FOR AN EXTRACT OF BIRTH / MARRIAGE / DEATH CERTIFICATE

  1. REGISTRATION OF MALAYSIANS LIVING IN PAKISTAN

Malaysians living abroad are advised to register themselves at the nearest Malaysian Mission. The failure to do so may cause difficulties for the High Commission to provide assistance or protection in the event of emergencies or may lead to the loss of citizenship under Article 25(2) of the Constitution of Malaysia.

Registering yourself would enables the High Commission to get in touch with you during emergencies (natural disaster or any circumstances if any).

Registration of Malaysians living abroad may be made online at

For short visits (less than three months), Malaysians visiting Pakistan are advised to merely provide following details by email to the High Commission at: mwislamabad@kln.gov.my

a) Name

b) Passport Number

c) Telephone number or email address for emergency communication

d) Address of the place of stay (Hotel, friend’s house etc.)

e) Date of arrival

f) Expected date of departure

 

 

 

  1. APPLICATION FOR CERTIFICATE OF GOOD CONDUCT APPLICATION FOR CERTIFICATE OF GOOD CONDUCT

 REQUIREMENT FOR ISSUANCE OF LETTER OF GOOD CONDUCT (LGC)

  1. A copy of duly filled online form;
  2. A copy of verification status mentioning that your certificate is ready to collection;
  3. Documents indicating Study/Job (assignment) during your stay in Malaysia;
  4. Original and copy of ID card and Passport with visa pages;
  5. Request letter for letter of Good Conduct by the applicant; and
  6. If the applicant stay in Malaysia less than a year, applicant cannot apply for LGC.

* Fee RM.20 will be charged for each document.

 

  1. REPORT OF LOST OF MALAYSIAN IDENTIFICATION DOCUMENTS (PASSPORT, IDENTITY CARD AND DRIVING LICENCE, BIRTH CERTIFICATE etc.)

1. Report the loss to the nearest police station. (Please obtain evidence of report)

2. File a report at the Consular Office, High Commission of Malaysia by submitting the following:

a) A copy of the police report

b) A valid passport or other documents that can be used as proof of citizenship (if

    your passport is lost while abroad)

c) Personal letter confirming the loss.

 

  1. DEMISE OF MALAYSIAN IN PAKISTAN

In the event of the death of a Malaysian Citizen, the following procedures have to be observe.

Repatriation of Human Remains

The following documents are required in order for the High Commission of Malaysia to issue a letter to facilitate the transportation the remains of the deceased for Malaysian Customs and Immigration purpose.

a) Certificate of Embalming / Casket Remains/ Non-Contagious Disease

b) Original Malaysian Passport, IC and Birth Certificate (if available) with copy of each document

c) Passport of family member to accompanying the deceased

d) Flight details of the remains of the deceased and the accompanying next of kin

NOTE: The Malaysian Passport and the Malaysian Identity Card of the deceased should be submitted to the High Commission. Certified copies of these documents will be handed to the family member.

 

Repatriation of Ashes of the Deceased

The following documents are required in order for the High Commission of Malaysia to issue a letter to facilitate the transportation an urn said to contain the ashes of the deceased for Malaysian Customs and Immigration purpose.

a) Death Certificate with certification by City Hall Office

b) Cremation Certificate

c) Original Malaysian Passport, IC and Birth Certificate (if available) with copy of each document

d) Family member have to bring the an urn said to contain the ashes of the deceased for sealing and stamp at the High Commission

NOTE: The Malaysian Passport and the Malaysian Identity Card of the deceased should be submitted to the High Commission. Certified copies of these documents will be handed to the family member.

  1. ASSISTANCE TO MALAYSIAN CITIZENS ARRESTED/ DETAINED BY THE    GOVERNMENT AUTHORITIES IN PAKISTAN

In cases where the High Commission of Malaysia, Islamabad is informed of the arrest / detention of a Malaysian citizen, the High Commission will convey the information to the family / next of kin. If the family/relative/acquaintance suspects that someone they know is arrested / detained abroad, make a written report to:

  1. APPLICATION FOR RENUNCIATION OF MALAYSIAN CITIZENSHIP

Malaysian Citizens who wish to renounce their citizenship are required to provide the

following documents and must come in person for their thumb prints to be taken at the Consular Section of this office.

 

a) Original Malaysian Identity Card

b) Original Malaysian Passport

c) Original Malaysian Birth Certificate (will be returned once approved)

d) Original Malaysian Citizenship Certificate (if available)

e) Proof of other citizenship/ travel document issued by the foreign country

such as Pakistani Passport, Pakistani CNIC or Citizenship Certificate etc.

f) Marriage Certificate (Female under 21 years)

g) Two passport-sized photos

  1. TRANSLATION OF MALAYSIAN DRIVING LICENSE

For Malaysian citizen who wish to convert a valid Malaysian Driving License to Pakistani Driving License, the High Commission could assist with the required translation of a valid Malaysian Driving License. Applicant is required to appear in person during application and the requirements are as follows:-

a) Valid Malaysian Driving License (original & photocopy);

b) Passport (original & photocopy);

c) Identity Card/My Kad (original & photocopy);

d) Extract of Driving License Record (issued by JPJ); and

e) RM.10 per translation (Cash).

The Consular Section may consider processing your application within two working days if all documents required are in order.

 

 

  1. STATUTORY DECLARATION

For Malaysian citizen who wish to make a Signature Certificate or to certify personal

information, the High Commission could assist for issuing the document under the ‘Statutory Declaration’. Applicant is required to appear in person during application and the requirements are as follows:-

 

a) Identity Card/My Kad (original & photocopy);

b) Passport of husband and wife (original & photocopy of first page with detail

information and photo);

c) Residence Card of Pakistan (original & photocopy); and

d) RM.20 per translation (Cash).

The Consular Section may consider processing your application within two working days if all documents required are in order.

 

 

  1. APPLICATION FOR EMERGENCY CERTIFICATE

In case a person, whose passport has been lost, damaged or has expired goes back to Malaysia for emergent reasons, he/she must apply for Emergency Certificate.

Documents required for Emergency Certificate

a. Passport (in case of damage or expiration) (original and 2 photocopies)

* Photocopy of a passport requires pages with personal information, passport

umber, status of residence and signature of holder.

b. Malaysian IC Card – for applicants over age 12 (original and 2 photocopies of both sides)

c. Malaysian Birth Certificate (original and 2 photocopies)

d. 3 photographs (5 cm x 3.5 cm)

e. Certificate of Loss of Passport (in case of loss) (original and 2 photocopies)

f. Student Card or Student Status Certificate – for students (original and 2 photocopies)

g. Employee Status Certificate – for workers (original and 2 photocopies)

h. Certificate of Alien Registration – not required for non-residents in Pakistan (original and 1photocopy of both sides)

i. Document to certify the date of entry into Pakistan (such as a boarding certificate issued by

airline company) (for applicant whose status of residence is “temporary visitor” and who has lost passport) (original and 1 photocopy)

j. Return air-ticket or Booking certificate issued by airline company (original and 2

photocopies)

k. Request letter for issuance of Emergency Certificate from the Immigration Bureau of Pakistan (for applicant remaining in Pakistan beyond the permitted period of stay) (original and 1photocopy)

* The fee is to be paid in Pakistani Rupees at the exchange rate of the applying month.

* Application must be made by a parent if the applicant is 18 years old or under. In such a case, following documents are required as well.

a. Passport of a parent (original and 2 photocopies – photocopies require pages with

personal information, passport number, status of residence and signature of holder.)

b. Malaysian IC Card of a parent (original and 2 photocopies)

c. Malaysian Marriage Certificate (original and 2 photocopies)

  • Application must be made in person at the Malaysian High Commission. Applying by mail is not accepted. Receiving the passport must also be made in person at the High Commission.
  • All photocopies are required to be made in A4 size.
  • It requires 1~2 days to issue Emergency Certificate. The applicant must receive it in person at the High Commission.
 

 

  1. PROCEDURE OF IMPORT PERMIT FOR LIVE ANIMALS INTO MALAYSIA

For the purpose of importation into Peninsula Malaysia, an Import Permit must be

obtained from the Director General, Department of Veterinary Services, Malaysia.

Applicant are advised to visit the Official Portal of the Department of Veterinary Services of Malaysia for more detailed (i.e. latest updated information, application form etc) at the following address:-

* The import permit is valid for 30 days from date of issue. The animal must be accompanied by a Valid Health Certificate issued by a Veterinary in the State /Country of Importation and an Export Permit where required. Dogs and cats from other countries are subject to quarantine. Animals entering Malaysia on transit to other countries will have to have an import permit and they will be kept in Quarantine for such period. All dogs, cats and birds entering Malaysia must be examined by a Government Veterinary or his representative at the port of arrival.

* The owner/representative is advised to be at the airport to receive the animal which must not be removed from the airport without prior examination by the Duty Officer of the Veterinary Department. Provide details of Flight Number, Time and Date of Arrival of the animal (or any subsequent change to the program) to Veterinary Dept. Remind Veterinary Officer at least one day before the arrival of the animal. Inspection fee will be charged at the port of arrival (it will be doubled after normal working hours or on public holidays).

* Regarding of submission the application form, DO NOT enclose any money, cheque, or money/postal order in your correspondence until you are requested to pay the appropriate charge, and know the exact amount to pay.
