Birth/Marriage Certificate

REGISTRATION OF BIRTHS

According to provisions of Article 14(1)(b), Part II, Second Schedule, Section 1(c) of the Federal Constitution of Malaysia, a child born in Belgium or Luxembourg whose father at the time of birth is a citizen of Malaysian is required to be registered at the Embassy within one (1) year from the child's date of birth.

Application must be made in person at Consular Section of the Embassy between 9.30 a.m. – 12.30 p.m. on any working days. Apart from bringing the child to the Embassy, the following are also required to be presented to the Embassy at the time of registration:

An application form (obtainable from the Embassy);
Child's birth certificate;
Two (2) coloured photographs of the child (35mm x 50mm);
Parents' passports;
Parents' identity cards (applicable to Malaysians only);
Parents' marrriage certificate;
A registration fee of RM20.00 payable in equivalent Euro; and,
A Form W fee of RM10.00 payable in equivalent Euro.

MARRIAGE REGISTRATION

NON-MUSLIMS

Non-muslim Malaysians in Belgium or Luxembourg may elect either to be married under local laws or at the Embassy according to the provisions of the Law Reform (Marriage and Divorce) Act 1976 of Malaysia.

Malaysians who contracted a marriage under local laws are required to register their marriages at the Embassy within six (6) months from the date of the marriage or a late penalty will be imposed at the time of the registration. Registration must be made in person at Consular Section of the Embassy between 9.30 a.m. – 12.30 p.m. on any working days. Requirements for the registration are as follows:

An application form (obtainable from the Embassy);
Two (2) recent coloured photographs (35mm x 50mm);
Passports;
Malaysia identity card (applicable to Malaysians only);
Proof of marriage e.g. a marriage certificate issued by the competent authority of Belgium or Luxembourg; and,
A fee of RM 20.00 payable in equivalent Euro.

For those who wish to have their marriage solemnised and registered according to the provisions of the Law Reform (Marriage and Divorce) Act 1976 of Malaysia are required to call at the Embassy in person between 9.30 a.m. – 12.30 p.m. on any working days to submit the following:

Three (3) marriage declaration forms (obtainable from the Embassy);
Three (3) recent coloured photographs (35mm x 50 mm);
Passports;
Malaysian identity card (applicable to Malaysians only); and,
A letter/certificate of marital status (if single) or a divorce certificate or a decree nisi for divorce (if divorced) or a death certificate of the late spouse (for a widower).

The declaration will be put on notice for a period of twenty one (21) days at the Embassy and also at the nearest National Registration Department to the applicant’s last address in Malaysia. A marriage solemnisation will only be performed by the Embassy if no caveat is received from any member of public during the twenty one (21) days notice period. A marriage register will be issued upon payment of RM30.00 fee (payable in equivalent Euro).

MUSLIMS

Muslim citizens of Malaysia who wish to contract a marriage according to the Islamic rites in Belgium or Luxembourg are required to obtain a “letter of no impediment to the proposed marriage” from the Embassy to be presented to the competent local authorities in applying for the license for marriage.

Application for such letter must be made in person at Consular Section of the Embassy between 9.30 a.m. – 12.30 p.m. on any working days by producing the following:

An authorisation letter to contract a marriage overseas issued by the Islamic Religious Affairs Department of the applicant’s State of residence in Malaysia;
Malaysian passport; and,
Malaysian Identity card.
