ADOPTION OF THE UNIVERSAL PERIODIC REVIEW OF MALAYSIA (FOURTH CYCLE) AT THE 56TH SESSION OF THE HUMAN RIGHTS COUNCIL, 5 JULY 2024
On 5 July 2024, the 56th session of Human Rights Council considered and adopted the outcome of the Universal Periodic Review (UPR) of Malaysia by consensus.
Malaysia received 348 recommendations made by 130 participating States at the Review session, where it decided to accept 223 recommendations, in which 182 recommendations were accepted in full and 41 recommendations were accepted partially. Malaysia takes note of the remaining 125 recommendations.
A total of 17 delegations from States and UN agencies spoke to support Malaysia’s UPR adoption. In addition, 8 civil society organisations also intervened to highlight specific areas of improvements for Malaysia to undertake in its upcoming implementation stage of the UPR process.
The adoption of the UPR report of Malaysia marks the beginning of a long process of implementing recommendations that have been accepted. The Government will be steadfast in ensuring the effective and pragmatic implementation of the accepted UPR recommendations, in particular, to translate these recommendations into meaningful and tangible changes on the ground. Therefore, the Government has institutionalised a formal mechanism – the National Working Committee on the UPR – to monitor and coordinate the implementation of its recommendations.
With the support of the Office of the United Nations High Commissioner for Human Rights (OHCHR), Malaysia will continue to utilise the 'one-stop' institutional memory monitoring matrix - the upgraded National Recommendations Tracking Database (NRTD), to ensure systematic follow-up of the accepted UPR recommendations for the Fourth Cycle.
Malaysia will also continue its conscious and continuous efforts to cultivate awareness, especially at the grassroots to bridge the gap on the understanding of our human rights obligations.
