14TH GENERAL ELECTION: APPLICATION FOR OVERSEAS VOTING

1. The Election Commission (EC) of Malaysia has announced that with effect from 23 January 2018, all Malaysian citizens who have registered as a voter and are eligible to vote but living abroad can apply to vote by post in the upcoming 14^th General Election.

2. To apply as postal voters, registered Malaysian voters, who are currently living overseas, must adhere to the following conditions set by the EC:

1. Must be a registered voter under the category of normal voter and not Overseas Absent Voter;

2. Have returned to Malaysia for not less than 30 days within the last five years before the dissolution of the Parliament or State Assembly; and

3. Residing overseas (EXCEPT those in South Thailand (Narathiwat, Pattani, Yala, Songkhla and Satun), Singapore, Brunei and Kalimantan, Indonesia are not eligible to vote by post and are required to return to Malaysia on the polling day to cast their vote).

3. Therefore, Malaysians who have registered as voters and are eligible to vote on the polling day (besides the Overseas Absent Voters) and meet the stipulated conditions, can apply to vote via post using the 1B Form. The 1B Form – Postal Vote Application Form (Overseas Postal Voters) have been uploaded on the EC website at www.spr.gov.my. The guidelines for applicants to fill up the form can be downloaded from the EC website.

4. The completed 1B Form should be sent to the EC Headquarters in Putrajaya by any of the following means:

5. The application for postal voting will be closed on the day the Parliament is dissolved. The EC will not process any applications received after 12 midnight on the day the parliament is dissolved.

6. All applications will be processed by the EC, and applicants will be notified of their status, whether the application is successful or otherwise. However, Malaysians who have already registered as Overseas Absent Voter are considered postal voters and thus are not required to apply for this.

7. The EC has also advised Malaysians who have registered as Overseas Absent Voters to update their current address through the EC’s Inquiry and Complaint System (Sistem Aduan dan Pertanyaan SPR) available at its website. The updated address must also include applicants’ passport attachment for verification and to allow EC to send postal vote papers for the 14^th GE.

8. The postal vote papers will no longer be managed by the Ministry of Foreign Affairs of Malaysia (Wisma Putra) but POS MALAYSIA Berhad.
