The World Emerging Security Forum 2025 (WESF) was held on 8 September 2025 at the Grand Hyatt Seoul, under the official theme, “The Evolution of Hybrid Threats and International Security”.
Organised by the Ministry of Foreign Affairs of the Republic of Korea, the Forum has been held annually since 2021, convening government, academic, private sector, and civil society stakeholders to discuss emerging security challenges. The event was officiated by H.E. Cho Hyun, Foreign Minister of the Republic of Korea, and attended by more than 500 participants. Malawakil Seoul was represented by its Deputy Chief of Mission at the Forum.
The key session themes reflected the hybrid threat paradigm, encompassing cognitive warfare (disinformation and perception management), technological threats (AI, drones, cyber, and other emerging technologies), and the resilience of critical infrastructure, with particular focus on the interdependence of physical and cyber systems.
