The Terengganu State Government started off their 5-day working visit to the Russian Federation by signing a Memorandum of Understanding (MoU) with the Moscow Medical Academy (MMA) on 21 April 2009. The MoU was signed on be half of the Terengganu State Government by the Terengganu Foundation (Yayasan Terengganu). The finalization of the document  would see more Terengganu sponsored students accepted at the as soon as they are ready Academy. It is estimated that more than 20 Terengganu-sponsored students would be sent to MMA for the upcoming academic year which would start on 1 September 2009.
 
The Terengganu Foundation was representated by the Director of the Foundation, Hj. Kamaru Al-Amin Ismail while the Moscow Medical Academy was representated by Prof. Renad N. Alyautdin. The signing of the document was witnessed by YB Mr. Ahmad Razif Abdul Rahman, Chairman for the Committee for Education, Higher Education, Science and Technology and Human Resources who was tasked to represent the Terengganu Mentri Besar as well as by His Excellency Dato' Mohamad Khalis, Ambassador of Malaysia to the Russian Federation.

The delegation is planning to conclude another MoU with Volgograd State Medical University (VSMU) during their visit to the city scheduled to be held on 23 April 2009.
