EXPLANATION OF VOTE BY
MS. HANIZAH BINTI MOHD IZZUDDIN
COUNSELLOR, PERMANENT MISSION OF MALAYSIA TO THE UNITED NATIONS
AT THE ELEVENTH EMERGENCY SPECIAL SESSION OF THE GENERAL ASSEMBLY
NEW YORK, 2 MARCH 2022
Mr. President,
As a member of the family of nations, Malaysia is committed to the principles and purposes of the Charter of the United Nations and the ideals it espouses. We reiterate the inviolability of the fundamental principles of territorial integrity and sovereignty of a country and peaceful settlement of disputes in the maintenance of international peace and security as well as global prosperity. All parties must uphold these fundamental and sacrosanct principles of the UN Charter and international law that guide the conduct of friendly relations between nations and peaceful coexistence.
Many will agree that the resolution before us is far from perfect. While my delegation continues to have concerns with some of the language contained in the resolution, Malaysia voted in favour of it as a matter of principle, and out of our strong conviction of the aforementioned principles.
Mr. President,
Malaysia values its strong and close relations with Ukraine and Russia. We believe the differences and legitimate security concerns of both parties given the complex geopolitical context must be addressed through dialogue and peaceful means in accordance with the principles of the UN Charter and rule of law. In this context, we welcome the direct talks held between Russia and Ukraine in Belarus and urge both sides to continue on the peaceful path to prevent further loss of life and destruction.
From the vivid discussions at this emergency special session, what stood out glaringly to us was an overwhelming desire for the current conflict to be peacefully resolved. The General Assembly has spoken with a clear and fervent voice on the matter today.
Now, more than ever, the Security Council has to live up to its primary responsibility as the custodian of international peace and security. Malaysia calls on the Security Council to spare no effort in resolving this conflict.

The future of humanity is at a precipice. Humanity must prevail, and peace is the only answer.
