INFORMAL CONSULTATION ON THE 11th REVIEW CONFERENCE OF THE PARTIES TO THE TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS (NPT)

• Thank you Mr. President-designate for holding thisinformal consultation which we find very helpful in sensitizing us on the outcome of the series of engagements you have intensively done in the past few months as well as your priorities and plans for the 11th NPT Review Conference.
• We join other colleagues in this room and congratulate you again on taking up this important role. We have full confidence in you and your team in steering this process towards the successful outcome of the Review Conference. Please be assured of Malaysia's full support and cooperation.
• Amid heightened geopolitical tensions, it is essential that we preserve and reinforce the international nuclear disarmament and non-proliferation architecture, with the NPT as its central pillar.
• Following two consecutive NPT Review Conferences that were unable to agree on an outcome document, renewed political will and sustained engagement by all States Parties are urgently needed to safeguard the Treaty’s credibility and integrity, and to ensure the regime remains fit for purpose in an increasingly volatile global environment.
• We are supportive of the proposal to reduce parallel meetings to ensure that the discussions remain inclusive and focused without straining the resources of States Parties. It is important to underscore that the success of the Review Conference should not be measured by the quantity of meetings and engagements, but by the quality of inclusive and substantive deliberations, ensuring meaningful and balanced participation by all States Parties, ultimately directed toward a fruitful outcome.
• Malaysia also underscores the importance of no backsliding on previous commitments, while pursuing near-term, concrete, implementable, and achievable measures to be delivered within the next review cycle.
• Malaysia welcomes the plan to circulate the draft outcome document in the middle of the second week of the NPT Review Conference, as this will allow ample time for substantive deliberation, consultation, and debate among States Parties. The early zero draft could be based on working papers and input provided by States Parties during the past Preparatory Committee sessions.
• To conclude, I would like to again reaffirm Malaysia’s support to your work, Mr. President-designate, toward a successful outcome of the 11th NPT Review Conference.
