AT THE ANNUAL UNITED NATIONS SECURITY COUNCIL OPEN DEBATE
ON WOMEN, PEACE, AND SECURITY
UNITED NATIONS SECURITY COUNCIL, NEW YORK, 6 OCTOBER 2025
Thank you, President,
Malaysia congratulates the Russian Federation on assuming the Presidency of the Security Council for October. We also thank you, President, for convening this important open debate. We express our appreciation to the Secretary-General and the briefers for their valuable insights.
President,
- Thirty years ago in Beijing, the global community made a landmark commitment to advance gender equality and the empowerment of women and girls. Five years later, this very Council adopted Resolution 1325, giving rise to the Women, Peace and Security (WPS) agenda. These commitments remain as vital today as they were then.
- Today, conflicts and global crises continue to disproportionately impact women. Thus, women’s participation in peace processes and political solutions remains indispensable and must be strengthened towards building sustainable peace and strengthening trust. Their leadership helps shape more inclusive and comprehensive policies that benefit entire communities. Malaysia reaffirms that women’s full, equal and meaningful participation is vital for advancing lasting political solutions.
- At the regional level, Malaysia is working closely with ASEAN Member States in advancing the ASEAN Regional Plan on WPS. Domestically, Malaysia has launched its first National Action Plan on Women, Peace and Security, embedding women’s leadership role into peacebuilding, conflict prevention and national security efforts.
- In conclusion, Malaysia remains steadfast in our conviction that enduring peace is grounded in fairness, justice and inclusive participation. In a world facing deepening divisions, let us normalise, rather than marginalise, women’s full, equal, safe and meaningful participation in peace processes and decision-making.
