AGENDA ITEM 86: PROTECTION OF PERSONS IN THE EVENT OF DISASTERS

WORKING GROUP DISCUSSION ON CLUSTER III:

Mr. Chair,

1.         Malaysia would like to express its agreement with the views previously shared by the esteemed delegation from Singapore. As a member state of ASEAN, Malaysia, along with other ASEAN countries, is a party to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER). In this context, Malaysia believes this agreement can serve as a valuable guide for our discussions today.  

2.         In relation to draft Article 7, Malaysia proposes the addition of the phrase “with local communities” to highlight the crucial role that local communities play in disaster management. Malaysia firmly believes that it is essential to recognize the contributions of local communities as the first responders in emergencies and to emphasize the significance of enhancing their resilience and capacity to cope with disasters effectively.

3.         Furthermore, Malaysia’s proposal aligns with Article 3(6) of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), which stipulates that parties involved in mitigating disaster risks must, when appropriate, engage all relevant stakeholders, including local communities. This alignment underscores a cooperative approach that values the insights and experiences of those directly impacted by disasters.

4.         Malaysia reserves the right to provide additional, in-depth feedback on the draft articles as the discussions progress, including during subsequent clusters and stages of the process.
