AT THE INTERGOVERNMENTAL NEGOTIATIONS MEETING ON THE SECURITY COUNCIL REFORM
STRUCTURED DIALOGUE ON MODELS PROPOSED BY STATES AND GROUPS

Thank you, Your Excellencies.
2. We value the opportunity to better understand the model proposed by the L.69 Group and thank the delegation of Saint Vincent and the Grenadines for its presentation on behalf of the group. Please allow me to make some brief comments on the proposed model.
3. We take note that the model by L.69 proposed for the enlargement of the Security Council, which is in line with our position. Malaysia however finds the proposed composition of this model could be made more balanced in terms of regional representation. Malaysia reiterates its view that a comprehensive reform of the Council including the expansion of the Security Council, must ensure equitable and fair regional representation to reflect the current geopolitical realities.
4. In line with the principal of one country one vote, Malaysia supports the abolishment of the veto power. We maintain with our view that the veto power is undemocratic and violates the principles of human rights. We witnessed in many instances where the veto, or the threat to wield it, has impeded rather than advance international peace and security.
5. Finally, Malaysia is supportive of the L.69 group’s proposal on the relationship between the Council and the General Assembly. We support the strengthening of the relationship between the two bodies on matters concerning the maintenance of international peace and security. We also continue to call on the Security Council to provide an annual report that is more analytical, reflective, and incisive.
6. Malaysia remains supportive of efforts to explore possible format or formulation of a reformed Security Council that can garner the widest possible acceptance to Member States. Please be rest assured of Malaysia’s commitment towards this endeavour.
