STATEMENT BY MALAYSIA AT
THE FOURTH SUBSTANTIVE SESSION OF THE OPEN-ENDED WORKING
GROUP ON SECURITY OF AND IN THE USE OF INFORMATION AND
COMMUNICATIONS TECHNOLOGIES 2021-2025
ON A GLOBAL, INTERGOVERNMENTAL POC DIRECTORY

Mr. Chair,
1. Malaysia joins other delegations in welcoming the Chair’s revised non-paper as a good basis for further discussions towards the establishment of a global PoC directory under UN auspices. Malaysia reiterates our support for the operationalisation of the PoC directory as soon as possible.
2. We appreciate that the revised non-paper rightly recognises differences in national governmental structures by providing flexibility in terms of the information schema as well as interactions between States. We also support an incremental approach in implementing the PoC directory.
3. In principle, we support periodic ping-testing to verify that information in the directory is up-to-date, but would appreciate more details in this regard. Malaysia also welcomes the proposed convening of table-top exercises, and suggests that these be conducted periodically so that Member States may identify gaps and continuously improve the workability of the PoC directory.
4. Finally, we welcome the section in the Chair’s revised non-paper on capacity building, an essential element in enabling broad and inclusive participation in the PoC directory.
