THE FOURTH SUBSTANTIVE SESSION OF THE OPEN-ENDED WORKING

GROUP ON SECURITY OF AND IN THE USE OF INFORMATION AND

COMMUNICATIONS TECHNOLOGIES 2021-2025  

ON  

REGULAR INSTITUTIONAL DIALOGUE

Thank you, Mr. Chair.  

 

1.      Our deliberations during the present session are testament to the value of this OEWG in enabling comprehensive consideration of various issues relevant to ICT security. The presentation of various proposals within this OEWG on how Member States can best sustain and advance regular institutional dialogue is indeed welcome, allowing for discussions to proceed in an open and transparent manner. 

  

2.      As we consider the format and modalities of dialogue best suited to advancing the normative framework of responsible State behaviour in cyberspace, including in the post-2025 period, it is imperative to ensure that we build on the important work being undertaken by this OEWG.   

 

3.      Elements of principle and practicality require careful assessment as we move forward. Optimising the use of scarce resources, preventing duplication and ensuring broad and inclusive participation by the UN membership as a whole should remain at the forefront of our efforts.  

 

4.      Malaysia will continue to engage constructively with all delegations with a view to achieving the full and effective operationalisation of Member States’ commitments relating to cyber security.
