STATEMENT BY MALAYSIA

ELEVENTH REVIEW CONFERENCE OF THE

TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS (NPT)

NEW YORK, 5 MAY 2026

Mr. Chair,

My delegation congratulates you on your appointment as the Chair of Main Committee III, and assures you of our full cooperation. Malaysia associates itself with the statement delivered by Indonesia, on behalf of the Non-Aligned Movement.

2. Malaysia attaches great importance to the inalienable right of all States Parties to develop, research, produce, and use nuclear energy for peaceful purposes without discrimination, as enshrined in Article IV of the NPT. This right must be implemented in a balanced, non-discriminatory manner, consistent with States Parties’ obligations under the Treaty.

Mr. Chair,

3. The instrumental role of the International Atomic Energy Agency (IAEA) in fostering collaboration and facilitating the peaceful utilisation of nuclear science and technology remains indispensable in supporting Member States’ development priorities and advancing the 2030 UN Agenda for Sustainable Development.

4. As global demand for sustainable energy intensifies, nuclear energy has emerged as a viable option in achieving net-zero greenhouse gas emissions. In this regard, Malaysia underscores that access to nuclear technology for peaceful purposes must not be constrained by political considerations unrelated to Treaty obligations.

5. Malaysia continues to evaluate nuclear energy as part of its long-term national energy transition strategy. The designation of MyPower Corporation as the national Nuclear Energy Programme Implementing Organization (NEPIO) reflects Malaysia’s commitment to building a credible and structured foundation for nuclear readiness.

6. Malaysia’s exploration of nuclear energy is embedded within its national policy frameworks, including the National Energy Transition Roadmap (NETR), 13^th Malaysia Plan, and the National Energy Policy (NEP). Malaysia remains committed to ensuring that any potential adoption of nuclear energy is consistent with the IAEA Milestones Approach.

7. As a State Party to the NPT, Malaysia places paramount importance on upholding the highest standards of nuclear safety, security, and safeguards. These elements are mutually reinforcing and essential to ensuring that the peaceful uses of nuclear energy are pursued responsibly and sustainably.

8. Malaysia continues to support and participate actively in initiatives promoting peaceful applications of nuclear science and technology, including through the IAEA Technical Cooperation Programme (TCP) and Regional Cooperative Agreement (RCA).

9. Malaysia is privileged to maintain a long-standing collaboration with the IAEA as a Collaboration Centre in the fields of radiation processing, advanced non-destructive testing, and plant mutation breeding. Malaysia also continues to contribute to regional capacity-building efforts through training programmes and technical cooperation initiatives. In this regard, Malaysia was honoured to host the Regional Training Course on Safety Analysis for Research Reactors in February 2026 and another eight upcoming regional and international workshops focusing on nuclear security sustainability, environmental monitoring, and radiation safety.

Given the central role of the IAEA as the main vehicle for the transfer of nuclear technology for peaceful purposes, Malaysia emphasises the importance of ensuring sufficient, assured, and predictable funding for the IAEA Technical Cooperation Programme. Such support is critical in enabling developing countries to build capacity, bridge technological gaps, and fully realise the benefits of peaceful nuclear applications.

11. Malaysia is gravely concerned over the current fragile situation in the Middle East. Malaysia strongly condemns the attacks on nuclear facilities devoted to peaceful purposes, which risk severe radiological consequences and pose significant threats to human health and the environment. The protection of such facilities must remain an absolute priority under all circumstances.

12. Malaysia reiterates the importance of fully respecting the inalienable right of States Parties under Article IV of the NPT to develop and use nuclear technology for peaceful purposes without discrimination. In the absence of equitable access and meaningful cooperation, confidence in the Treaty risks being undermined.

13. Malaysia remains committed to engaging constructively to ensure that the peaceful uses pillar is strengthened in a balanced and sustainable manner.
