ENTRY RESTRICTIONS FOR LONG TERM VISA HOLDERS FROM HIGH RISK COUNTRIES FROM 7 SEPTEMBER 2020
1. The Government of Malaysia has announced on 3 September 2020 that beginning 7 September 2020, all Long Term Visa holders from countries recorded 150,000 positive COVID-19 cases will not be allowed to enter Malaysia.
2. The decision was made to control the increasing number of COVID-19 infections and border security measures. Citizens from 23 countries namely the United States, Brazil, India, Russia, Peru, Colombia, South Africa, Mexico, Spain, Argentina, Chile, Iran, United Kingdom, Bangladesh, Saudi Arabia, Pakistan, France, Turkey, Italy, Germany, Iraq, the Philippines and Indonesia are not allowed to enter Malaysia.
3. Below are the list of Long Term Visa holders that are restricted from entering Malaysia:
(i) Permanent Residents;
(ii) Malaysia My Second Home Visa Holders (MM2H);
(iii) All Expatriates – Employment Pass (Category I, II and III), Resident –Talent Pass (RTP), Professional Visit Pass (Expert Group) and Dependent Pass;
(iv) Resident Pass;
(v) Student Pass;
(vi) Temporary Employment Pass; and
(vii) Husband / Wife / Children to Malaysian citizen
4. The above restrictions are also imposed to any foreign nationals that has a Long Term Visit Visa to those 23 countries.
5. Exemptions are only allowed to:
- Diplomats that has Exemption Order and dependents. New diplomats and Embassy staff that have yet to obtain pass or first time entering need to secure approval from the Director General of the Department of Immigration of Malaysia;
- Ship crew members that enter Malaysia for sign-on or joint ship. Letter of Guarantee and Seaman Book need to be produced as proof at the entry point;
- Pilots and flight attendants (commercial or private) must produce General Declaration for next flight operations;
- Crew and professionals in the oil and gas industry that has passed and obtained approval from the Director General of the Department of Immigration of Malaysia; and
- Citizens of Para 2 but residing in other countries like the United Nations / World Health Organizations / United Nations Development Programme passport holders.
6. Transit at the airport for those nationals mentioned above are allowed provided they do not enter the country.
