H.E. Dato’ Shahril Effendi Abd Ghany, Ambassador of Malaysia to Japan, received a courtesy call by Major General Abdul Karim Ahmad, Commandant of the National Resilience College (NRC), Malaysia, during the College’s official study visit to Tokyo from 9 to 15 May 2026. The visit involved a 30-member delegation comprising senior military officers, and international course members, as part of the NRC’s strategic international engagement programme focused on comparative analysis of national power, social cohesion, Whole-of-Government and Whole-of-Society (WoGoS) approaches, and regional security dynamics.
The engagement in Japan provided the delegation with critical exposure to Japan’s national security architecture, defence diplomacy, disaster resilience mechanisms, and institutional coordination frameworks through strategic exchanges with the Malaysian Embassy in Japan, Ministry of Defence, Ministry of Foreign Affairs, National Security Secretariat,, JICA and JEN, and the National Institute for Defense Studies (NIDS). The visit reinforced Malaysia–Japan strategic relations while strengthening military diplomacy, institutional networking, and future collaboration opportunities between both nations. Beyond academic and policy research outcomes, the programme generated valuable return on investment through enhanced geo-strategic understanding, cross-cultural strategic engagement, deeper appreciation of Japan’s resilience model, and practical insights that can contribute towards strengthening Malaysia’s national resilience ecosystem and policy development at the grand strategic level.
