INTERVENTION BY

MR. MOHD HAFIZ OTHMAN

MINISTER COUNSELLOR, PERMANENT MISSION OF MALAYSIA

TO THE UNITED NATIONS

AT THE INFORMAL MEETING ON THE QUESTION OF EQUITABLE REPRESENTATION ON AND INCREASE IN THE MEMBERSHIP OF THE SECURITY COUNCIL (CLUSTER: REGIONAL REPRESENTATION)

NEW YORK, 4 MARCH 2020

Madame Co-Chairs,

Thank you for your continued leadership on this.

2.      Malaysia supports the proposal for equitable regional representation in both permanent and non-permanent categories so as to ensure that no region will be underrepresented in the Council. Malaysia also agrees with the view expressed by many member states today on the need for Africa to be more represented, as the region features prominently, or over 70% in the agenda of the Council.

3.      Nevertheless, Malaysia’s support for equitable regional representation in the Security Council does not directly correlate to the question of the veto- in which Malaysia has a specific proposal and position on the matter. We also believe that any proposal for regional representation should obtain the broadest possible political acceptance by member states. In this regard, we reiterate our view that a text-based negotiation constitutes the ideal step forward in this process.

Thank you.
