AT THE THIRD MEETING OF THE INTERGOVERNMENTAL NEGOTIATIONS ON SECURITY COUNCIL REFORM
CLUSTER: SIZE OF AN ENLARGED SECURITY COUNCIL AND WORKING METHODS OF THE COUNCIL, AND THE RELATIONSHIP BETWEEN THE SECURITY COUNCIL AND THE GENERAL ASSEMBLY

Distinguished Co-Chairs,
Allow me to thank Ambassador Tareq Albanai of Kuwait and Ambassador Alexander Marschik of Austria, for another opportunity to engage constructively on this agenda. Please be assured of Malaysia’s support towards this end.

2. Malaysia remains committed in processes to reform the Security Council, which in our view should strive to be inclusive and transparent among Member States. Our delegation’s approach to this agenda remains pragmatic and objective. We believe that a text-based negotiation constitutes an ideal step forward, to instil new life in this reform processes.
3. On the size of an enlarged Council, Malaysia supports the expansion of membership, both permanent and non-permanent. The enlarged Council should contain fair regional representation to reflect current geo-political realities and dynamics. We advocate for a Security Council that is more legitimate, representative and democratic so it can respond effectively to the emerging threats of international peace and security.
4. On the relationship between the General Assembly and Security Council vis-à-vis the maintenance of international peace and security, Malaysia underscores the importance of greater coordination and transparency between the two bodies. The Council’s responsibility in ensuring full implementation of Security Council resolutions on all Members of the General Assembly, would enhance accountability in the protection and promotion of justice.
5. Malaysia also calls for close engagement between the Council and relevant regional organizations when dealing with conflicts that more often than not, would have immediate impact on countries in the region. Regular consultations within a common framework are imperative towards efforts in mediation and peacebuilding.
