STATEMENT (2C) : ITEM 60:"PERMANENT SOVEREIGNTY OF THE PALESTINIAN PEOPLE IN THE OCCUPIED PALESTINIAN TERRITORY, INCLUDING EAST JERUSALEM, AND OF THE

Thank you Mr. Chair,

Malaysia aligns itself with the statement delivered by Iraq on behalf of the G77 and China.

2.        Convening a discussion on this Item reflects a clear manifestation of our firm and continuing commitment to peace.

3.            Malaysia wishes to put forth three points. First, the solution to this longstanding conflict must be based on international law and the UN Charter.  International law, the UN Charter and relevant UN resolutions, as well as rulings and opinions of the International Court of Justice, must set the parameters and provide the guiding principles in our endeavor.

4.         In line with the relevant UN resolutions, we must galvanize our efforts to realize the inalienable right to self-determination of the Palestinian people through a fully sovereign State of Palestine, based on pre-1967 borders with East Jerusalem as its Capital.

5.         Malaysia calls for respect and preservation of the territorial unity, contiguity, and integrity of all of the Occupied Palestinian Territory, including East Jerusalem and of the Arab population in the occupied Syrian Golan.

6.         Further, it is essential to emphasize the inadmissibility of acquiring territory by war and the need to strive for a just and lasting peace in which every State in the area can live in security.

7.         The recognition of the State of Palestine is a crucial step to protect the two-state solution.  At this juncture, Malaysia commends countries that have made the bold decision to recognize the State of Palestine, and urges others that have not to do so urgently.

8.         Secondly, we must protect and strengthen the central role of the UN.

9.         Malaysia calls for the permanent responsibility of the United Nations towards the question of Palestine until it is satisfactorily resolved in all aspects based on international legitimacy.

10.       Each State has the duty to respect the personality of other States. Therefore, Malaysia condemns all acts of violence, terrorism, and destruction, instead reaffirms that all States have the right and the duty to take actions in conformity with international law and international humanitarian law to counter deadly acts of violence against their civilian population to protect the lives of their citizens.

11. Malaysia also looks forward to the ICJ’s Advisory Opinion on the Obligations of Israel in relation to the Presence and Activities of the United Nations, Other International Organisations and Third States in the Occupied Palestinian Territory on 22 October 2025, and call for swift follow-up to the Court’s rulings.

12.       Third, we must ensure the viability of the Palestinian State.  A fully sovereign and independent State of Palestine can only be meaningful if its authorities can exercise complete control over its territories and natural resources, and thrive economically.  

13.       In the spirit of leaving no one behind, Malaysia is ready to offer capacity-building programs to help strengthen Palestinian state-building efforts.  Under the Malaysian Technical Cooperation Programme, we offer tailored capacity-building programmes to Palestinian officials to reinforce state institutions and enhance the economic viability of the Palestinian state.

14.       Malaysia and Palestine will forge closer bilateral and economic ties through the signing of a Memorandum of Understanding on Trade and Economic Cooperation.  Malaysia will also exempt some Palestinian agricultural and food products from customs duties.
