The Government of Malaysia has imposed a temporary travel restriction for travelers from countries with more than 150,000 COVID-19 cases, into Malaysia, effective 7 September 2020.
These countries are:
USA, Brazil, India, Russia, Peru, Colombia, South Africa, Mexico, Spain, Argentina, Chile, Iran, the UK, Bangladesh, Saudi Arabia, Pakistan, France, Turkey, Italy, Germany, Iraq, the Philippines and Indonesia.
This travel restriction is applicable to citizens of and holders of long term passes of the countries mentioned above, who are residing in or travelling from those countries.
The entry restrictions cover travelers holding long term passes from Malaysia including:
1. Permanent Residents (PR)
2. Malaysia My Second Home (MM2H) Pass Holders
3. ALL Expatriates - Employment Pass (Category I, II & III), Residence Pass - Talent (RPT), Professional Visit Pass and Dependent Pass
4. Resident Pass Holders
5. Spouse/Child of Malaysians with long term social visit pass
6. Student pass holders
7.Temporary Employment pass holders
Exemptions may be considered for travelers under the following categories:
1. Diplomats and their dependents who are eligible under the Exemption Order. However, for diplomats or Embassy staff who do not have required passes such as first time entry into Malaysia; residents in other countries who holds the United Nations (UN) / World Health Organisation (WHO) / United Nations Development Programme (UNDP) passport are required to obtain approval from the Director General of the Immigration Department of Malaysia through the Ministry of Foreign Affairs of Malaysia prior to travelling;
2. Ship Crew members who are involved in sign-on/joint ship and sign-off, given that the ship crew member has to provide Letter of Guarantee and Seamen Book as additional required documents during entry;
3. Flight crew members for commercial or private flight given that the flight crew member has to provide General Declaration for the next flight operation as additional required documents during entry; and
4. Oil and gas personnel with existing pass and prior entry approval from the Director General of the Immigration Department of Malaysia.
Apart from the categories mentioned above, the Director General of the Immigration Department of Malaysia, may consider appeals to enter Malaysia on a case-by-case basis in emergencies and compassionate grounds.
In essence, travelers holding travel documents/long term visas from the countries listed above, or who are residents of the listed countries, will be prevented from entering Malaysia and will be redirected to their respective airlines to be repatriated.
Travelers from the countries listed above who are transiting in Malaysia for departure to another country will be allowed to do so provided they do not leave the departure area and do not go through immigration inspection.
This temporary travel restriction into Malaysia does not apply to Malaysian citizens.
