Over the years, the Malaysian Technical Cooperation Program (MTCP) has
become the most important assistance modality to further enhance
capacity building development for the people of Timor-Leste. Due to the
COVID-19 pandemic, MTCP has adopted pragmatic approaches by leveraging
online platforms as the delivery mechanism, but at the same time not
compromising the quality of training offered by Training Institutions
