H.E. AMBASSADOR RAMLAN KIMIN ATTENDED THE EIGHTH COMMONWEALTH ASSOCIATION FOR PUBLIC ADMINISTRATION AND MANAGEMENT (CAPAM) BIENNIAL CONFERENCE, 19 – 22 OCTOBER 2008; AND THE SECOND COMMONWEALTH MINISTERS FORUM ON PUBLIC SECTOR DEVELOPMENT, 22 – 23 OCTOBER 2008, IN BRIDGETOWN, BARBADOS

His Excellency Ambassador Ramlan Kimin attended the Eighth Commonwealth Association for Public Administration and Management (CAPAM) Biennial Conference held on 19 – 22 October 2008; and the Second Commonwealth Ministers Forum on Public Sector Development, on 22 – 23 October 2008, both of which took place in Bridgetown, Barbados.

For these two CAPAM Conference and Ministers Forum, Malaysia sent the largest number of delegates ever, totaling 26 registered members of delegation, excluding supporting staff and spouses. The Eighth CAPAM Biennial Conference that was held on 19 – 22 October at Hilton Barbados Hotel, Bridgetown, Barbados, explored the shared journey in achieving public service excellence by engaging delegates in an active discussion that identified strategies, pre-requisites both human and structural, and shared lessons in the development of a public service that actively responds to the needs of citizens in the current context.

The discussion also included the sub-themes as follows:-

1.          Raising the standard : Promoting Actions/Behaviours and Programmes to Achieve Public Service Excellence;

2.          Making Further Strides : New Governance for New Times; and

3.          Upward and Onward : Enhancing Management and Institutional Capability for Achieving Public Service Excellence.

It should be noted that CAPAM, which was established in 1994 as a not-for-profit membership association, has members that represent the Commonwealth member countries including senior public service professionals; Heads of Government; academics; research institutions; and other individuals. The Organization is sustained by members that believe in the value of engaging conversation across diverse national and regional experiences, and by key international leaders that continue to grow and support an organization that works across borders to promote the recognition of the shared public service experience.

As such, CAPAM conferences create a forum for professional networking, engaged discussion and forward thinking that includes members and individuals from across the diverse experiences of the Commonwealth. CAPAM also serves its diverse membership by transforming meetings into exchange, knowledge into a plan for future action, and growing Commonwealth networks into the mobilization of best practices in good governance and public service in the 21^st century.

Meanwhile, the Second Commonwealth Ministers Forum on Public Sector Development that was held on 22 – 23 October 2008, at the same Hilton Barbados Hotel, had a theme of “Managing Relationship for Good Governance and Development”.

Some 35 countries from across the Commonwealth came to Barbados to participate in this high-level consultative meeting. Heads of country delegations, most of whom were ministers responsible for public service, examined the issues of effective leadership, good governance, institutional development, human resource development, and the use of information and communication technology to enhance public policies and programmes.

The ministers also discussed ways to lever strategic partnerships with development organizations, donor agencies and international investors. They also considered the Paris Declaration on aid coordination and the implications for aid-recipient countries.

El Excmo. Sr.  Embajador Ramlan Kimin asistió a la Octava Asociación de Administración y Gestión Pública de la Commonwealth  (CAPAM), del 19 al 22 de octubre de 2008, y al Segundo Foro de Ministros de la Commonwealth sobre el Desarrollo del Sector Público, del 22 al 23 de octubre de 2008. Ambos eventos se celebraron en Bridgetown, Barbados.

Por estas dos Conferencia de la CAPAM y Foro de Ministros, Malasia envió la más numerosa  de sus delegaciones, con un total de 26 delegados, con excepción del personal de apoyo y los cónyuges.
