The Fifth Session of the Tenth Yunnan Provincial People's Congress grandly opened yesterday in Kunming.
Yesterday morning, deputies representing 44.5million people from all nationalities entered into the conference hall at Kunming International Convention and Exhibition Center and to perform their sacred responsibility granted by Constitution and the law.
The Opening Ceremony of the conference was hosted by Bai Enpei, Executive Chairman of the presidium and the conference.
Executive Chairman of the presidium Bai Enpei, Niu Shaoyao, Dan Zeng, Liang Gongqin, Lu Bangzheng, Huang Binsheng, Dai Guanglu, Wang Yiming, Jiangba Jicai, Gao Xiaoyu, Yan Youqiong, and Shen Anbo sit at the first row of the platform.
Leaders including Qin Guangrong, Li Jiheng, Xu Rongkai and Wang Xueren attended the conference and sit at the platform.
Consul-Generals and Consuls from six consulate Generals in Kunming were invited to attend the opening ceremony and listened to the government report.
In total 629 deputies were selected to attend the conference, and the actual number of deputies were 605.
Qin Guangrong, Acting Governor of Yunnan delivered the Government Work Report on behalf of Yunnan Provincial Government. The report is divided into three parts: firstly, economic and social development achieved new result, which is a good start for the 11th Five-year Plan; secondly, try to do the work well in 2007 and realize a health and rapid development; thirdly, deepen the reform in administration and management system and emphasize the construction of government itself.
Qin said, under the right leadership of CPC, State Council and Provincial Party Committee, Yunnan realized the goal set for economic and social development in 2006 through the hardworking of the whole society. The national economy maintained a stable and rapid growth, the macro-control by the nation achieved effective result, the construction of new socialist country-side has set a solid foundation, the industrial economy become more powerful, the opening up in all fields was expanding, all social undertakings made new progress, environment protection and energy saving were strengthened, difficulties in poor people's production and life were gradually solved, spiritual civilization and democratic legal system were further enhanced, and the province has taken one more step towards a well-off society.
