The Mobilizing Conference for Building Dali-Ruili Railway grandly held

Yesterday morning, Ministry of Railways of China and Yunnan Provincial Government held the Mobilizing Conference for Building Dali-Ruili Railway at the site of Baoshan Railway Station.

Qin Guangrong, Vice Party Secretary and Governor of Yunnan, and Lu Chunfang, Vice Minister of Railways attended the conference and gave remarks respectively.

Li Jiheng, Vice Party Secretary; Wang Xuren, Chairman of CPPCC, Yunnan; Luo Zhengfu, Executive Vice Governor, Niu Shaoyao, Executive Vice Chairman of Standing Committee of Yunnan Provincial People’s Congress; and Ding Shaoxiang, Secretary-General of Yunnan Provincial Government also attended the conference.

Governor Qin Guangrong said, Dali-Ruili Railway is a key project in Yunnan’s implementation of the strategy of Western Regional Development, as well as a infrastructure for accelerating the construction of the international corridor connecting Southeast Asia and South Asia. The project is not only important for the sound and rapid economic development, but also significant for enriching people living along the railway. There was an ancient “southern silk road” that wrote a splendid chapter in economic and cultural history, we believe that the construction of Dali-Ruili Railway will rewrite the brilliance of “southern silk road”, and further reflect the bridging and linking role played by Yunnan between China and Southeast Asia and South Asia. The railway will have profound impact on promoting social and economic development in surrounding area, and also improving Yunnan’s opening-up, furthermore, it will help a lot in boosting the exchanges and cooperation between China and Southeast Asian countries and South Asian countries.

At present, the railway construction in Yunnan has entered a vigorous period, Qin requested that related departments at all levels should seize the opportunity and try best to support the project under the concept of “building the railway and creating happiness for people”; all the builders should have confidence in conquering all kinds of difficulties, make a good design and build the railway in good quality while closely cooperate with local authorities, try to make new contribution for the development of society and economy of Yunnan and the construction of the international corridor.

Vice Minister Lu Chunfang gave a remark on the conference, he said, Dali-Ruili Railway is one of the new routes in western region and it is perfecting the layout explained in Plan for Mid- and Long-term Railway Network, and is also an important part of China-Myanmar Railway, the geological and geographic condition is quite complicated, problems like frequent and high-strength earthquake, terrestrial heat, rock falls and landslide are very obvious, which will certainly bring more difficulties to the construction.

Lu emphasized that Kunming Railway Station and all the undertaking companies should vigorously carry forward the spirit in building Qinghai-Tibet Railway, under the guidance and support from Party Committees and government departments at all levels, try to manage well during the construction, put stress on quality of the project, control of investment and safety of workers, ensure that the railway can be completed on time with safety and good quality.

The 350km Dali-Ruili Railway is jointly invested by Yunnan Province and Ministry of Railway, and the total estimated investment is amounted to RMB14.7billion, which is the second project with big investment in Yunnan. Dali-Ruili Railway passes by Dali City, Yangbi County, Yongping County, Longyang District of Baoshan City, Longlin County, Luxi City of Dehong Dai and Jingpo Autonomous Prefecture, and Ruili City, in total 3 cities and 7 counties and districts. The railway will be constructed according to the standard of national class, class I, single line and electrification; the planned handling capacity of passengers is 24 trains in bi-direction, the annual handling capacity of cargo is 12million ton; the bridges and tunnels occupies 75% of the total mileage of the railway, and the planned term of construction is 6 years.

Relevant departments from Ministry of Railways, Kunming Railway Bureau, related departments from Yunnan, departments from Baoshan City, Dali City and Dehong Prefecture and some people from Baoshan participated in the conference.
