A very good evening to all of you.

At the outset, allow me to express my sincere appreciation to all of you for accepting my invitation to attend the Fifth Annual Dinner of the Malaysian Technical Cooperation Programme (MTCP) Alumni. This annual event has been organized as a gesture of our appreciation to all those involved in making the MTCP a successful programme.

2. It is indeed a great pleasure to have all of you here this evening to enable us to network and exchange ideas and views on the MTCP programme as well as to further enhance Malaysia-Cuba bilateral relations.

3. Since 1980, as part of Malaysia’s initiative to further promote and strengthen cooperation with and among fellow developing countries, Malaysia has implemented the Malaysian Technical Cooperation Programme (MTCP), signifying our commitment to the philosophy of international cooperation for development. The main aim of the MTCP is to share our experiences and expertise with other developing countries. We consider this programme as part of Malaysia’s commitment towards promoting cooperation among developing countries especially aimed towards developing our human resources and skills in developing countries in line with the slogan of the MTCP “Sharing experiences for a better future”. We believe that human resource development is a vital catalyst for countries to achieve sustainable economic and social development. Hardware is important but we must also not neglect the development of software in our pursuit of development. The MTCP would continue to focus on building human capital through capacity development. Various short-term and long-term courses are offered by participating Malaysian agencies and institutions under the MTCP to achieve this noble objective.

4. From those early days, we are now proud to acknowledge that MTCP membership from all regions of the world totaled 138 countries, with an alumni exceeding 19,687 (as of September 2008) globally. From just a handful of training institutes offering MTCP courses then, there are currently, 46 government agencies as well as public and private training institutes which are offering a wide spectrum of technical expertise through more than 150 short term specialized courses ranging from medical research to civil aviation and fire fighting, fields where Malaysia has acquired the relevant expertise, knowledge and experience. The MTCP has also offered long-term training to more than 300 participants who had obtained post-graduate degrees at the Masters and PhD levels at local Malaysian universities.

5. Other programmes under the MTCP include study visits, dispatch of experts, as well as undertaking socio-economic development projects. Study visits are also organized at the request of developing countries or third parties. In addition, the provision of Malaysian experts under the MTCP has facilitated the transfer of knowledge and technical skills to other developing countries. To further widen the scope and enhance the effectiveness of MTCP, efforts have been made to promote greater collaboration between the government and the private sector in its implementation.

6. I am particularly pleased to note that Cuba has been very receptive to the MTCP. To date, a total of 50 Cuban officials, and for this year alone, 11 officials, have attended various courses offered under the MTCP. I believe these participants have in one way or another benefited from their participation in the various courses and had been able to contribute positively to their agencies and organizations upon their return home.

7. While strengthening bilateral ties and people-to-people relations between Malaysia and Cuba, the MTCP had also provided an avenue as well as an opportunity for participants from all over the world to meet and network at the personal, social and business levels to share their experiences with one another. I hope that more Cubans would be able to participate in the various courses offered each year under the MTCP. It is also my earnest hope that the MTCP Alumni would be able to play a more proactive role in promoting bilateral relations between the peoples of our two countries.

8. Finally, I would like to once again thank all of you for attending this dinner and hope that you will have an enjoyable evening. I would also like to take this opportunity to wish all of you a prosperous and happy new year.

Selamat malam saya ucapkan kepada semua.

Sebagai pembuka bicara, saya ingin merakamkan setinggi-tinggi penghargaan kepada hadirin sekalian kerana sudi menerima undangan untuk menghadiri Majlis Makan Malam Tahunan Ke-5 Alumni Program Kerjasama Teknikal Malaysia (MTCP). Acara tahunan ini diatur sebagai penghargaan kepada semua yang terlibat dalam menjayakan program MTCP.

2. Kehadiran tuan-tuan dan puan-puan pada malam ini akan membolehkan kita semua meluaskan lagi jaringan persahabatan antara kita di samping bertukar-tukar fikiran dan ide berkaitan MTCP demi meningkatkan lagi hubungan dua-hala Malaysia Cuba.

3. Semenjak tahun 1980, Malaysia, dalam inisiatif mempromosi dan memperkuatkan kerjasama antara negara-negara membangun, telah melancarkan MTCP selaras dengan komitmen Malaysia berpandukan falsafah kerjasama antarabangsa bagi pembangunan bersama. Tujuan utama MTCP adalah untuk berkongsi pengalaman dan kepakaran dengan negara-negara membangun. Program ini merupakan komitmen Malaysia dalam meningkatkan kerjasama antara negara-negara membangun selaras dengan slogan MTCP "Sharing experiences for better future’. Malaysia percaya bahawa pembangunan sumber manusia adalah pemangkin untuk pembangunan ekonomi dan pembangunan sosial. “Hardware” adalah penting tetapi kita tidak harus lupa dengan keperluan membangunkan ‘software” untuk maju ke hadapan. Dalam hal ini, progam MTCP akan terus memfokuskan usaha untuk pembangunan modal insan dengan meningkatkan keupayaan melalui kursus-kursus jangka pendek dan jangka panjang yang ditawarkan oleh agensi dan institusi yang terlibat.

4. Sehingga kini, alumnus MTCP dari 138 negara telah menjangkau 19,687 (September 2008) orang. Dari sejumlah kecil institusi, kini terdapat 46 institusi kerajaan dan juga swasta di Malaysia yang menawarkan berbagai latihan kepakaran merangkumi 150 kursus jangka pendek dari penyelidikan perubatan, penerbangan awam dan juga pemadaman kebakaran; bidang-bidang yang mana Malaysia dikatakan mempunyai kepakaran, pengetahuan dan pengalaman. MTCP juga telah melahirkan lebih 300 pelajar pasca siswazah dan kedoktoran melalui program jangka panjang.

5. Selain itu, program MTCP juga merangkumi lawatan sambil belajar, kunjungan pakar serta penyertaan dalam pembangunan projek-projek sosio-ekonomi. Lawatan sambil belajar juga ada dilakukan bergantung atas permintaan dari negara-negara membangun atau pihak ketiga. Pakar-pakar dari Malaysia juga telah berjaya melakukan perpindahan kepakaran dan pengetahuan. Dalam usaha memperkasakan lagi program MTCP, jalinan kerjasama baru antara kerajaan dengan pihak swasta juga giat diperkembangkan.

6. Malaysia amat menghargai kerjasama Kerajaan Cuba dalam menjayakan program MTCP. Sehingga kini, terdapat 50 orang alumnus MTCP daripada Cuba, termasuk 11 orang peserta yang menyertainya pada tahun ini. Saya percaya, peserta-peserta terbabit telah mendapat manfaat daripada penyertaan mereka dan diharapkan mereka akan seterusnya menyumbangkan pengalaman dan pengetahuan yang diperolehi daripada kursus-kursus tersebut untuk kebaikan organisasi mereka.

7. Dalam memperkuatkan lagi hubungan dua-hala Malaysia-Cuba dan hubungan antara sesama peserta, MTCP juga telah memberikan kesempatan serta peluang kepada peserta dari seluruh dunia untuk bertemu dan berkongsi pengalaman sama ada di peringkat peribadi, sosial dan profesional. Saya seterusnya berharap agar lebih ramai peserta daripada Cuba dapat menyertai kursus-kursus yang ditawarkan dalam program MTCP pada masa-masa yang akan datang. Alumnus MTCP juga diharap dapat memainkan peranan mereka dalam meningkatkan hubungan dua-hala antara rakyat kedua-dua buah negara.

8. Akhir kata, saya ingin sekali lagi mengucapkan terima kasih kepada semua yang menghadiri majlis pada malam ini dan izinkan saya mengambil kesempatan ini untuk mengucapkan selamat maju jaya dan juga selamat tahun baru.

Muy buenas noches tengan todos,

En primer lugar, permítanme expresarles a todos mi más sincero agradecimiento por haber aceptado mi invitación a participar en la Quinta Cena Anual de la Asociación de Ex-alumnos del Programa de Colaboración Técnica de Malasia (MTCP). Este evento anual se ha organizado como gesto de nuestra gratitud hacia todos aquellos que han contribuido a que el Programa sea un éxito.

2. Me complace mucho poder contar con la presencia de todos ustedes aquí esta noche lo que nos permite trabajar unidos e intercambiar ideas y puntos de vista acerca del programa MTCP así como fortalecer aún más las relaciones bilaterales entre Malasia y Cuba.

Desde 1980 y como parte de la iniciativa de Malasia de continuar promoviendo y fortaleciendo la colaboración con y entre los países en vías de desarrollo, Malasia ha implementado el Programa de Colaboración Técnica de Malasia (MTCP) como expresión de nuestro compromiso con la filosofía de la cooperación internacional para el desarrollo. El objetivo principal del programa MTCP es compartir nuestras experiencias con otros países en desarrollo. Consideramos que este programa es parte del compromiso de Malasia de promover la colaboración entre los países en desarrollo en consonancia con el lema del MTCP de “Compartir experiencias por un futuro mejor”. Consideramos que el desarrollo de los recursos humanos constituye un catalizador que le permite a los países poder alcanzar un desarrollo económico y social sostenible. La maquinaria es importante, pero tampoco debemos desatender el desarrollo del factor intelectual en nuestra búsqueda del desarrollo. El programa MTCP continuará enfocando su atención en el desarrollo del capital humano a través del desarrollo de sus capacidades. Para alcanzar este noble propósito, varias instituciones y agencias de Malasia que participan en el programa de MTCP ofertan diversos cursos de corta y larga duración.

4. Desde aquellos primeros momentos podemos decir que nos sentimos ahora orgullosos de reconocer que la membrecía del MTCP, procedentes de todas las regiones del mundo, alcanzó la cifra total de 138 países y más de 19 678 alumnos, de acuerdo con los datos actualizados en septiembre de este año. De un puñado de institutos de adiestramiento que ofrecían cursos del programa MTCP en aquel entonces, en la actualidad ya existen 46 agencias del gobierno así como instituciones de capacitación públicas y privadas que ofrecen un amplio espectro de adiestramientos técnicos a través de más de 150 cursos especializados de corta duración que van desde la investigación médica hasta la aeronáutica civil y la prevención de incendios, terrenos en los que Malasia ha adquirido la experiencia necesaria y el conocimiento. El programa también ha brindado cursos de capacitación de larga duración a más de 300 participantes que pudieron obtener sus títulos de postgrado en los niveles de doctorado y maestría en universidades de Malasia.

5. Otros programas del MTCP incluyen las visitas de estudio, el envío de expertos, así como la ejecución de proyectos de desarrollo socioeconómico. También se organizan visitas de estudio a solicitud de países en desarrollo y terceros. Además, el ofrecimiento de expertos malasios mediante el programa MTCP ha facilitado la transferencia de conocimientos y habilidades técnicas a otros países en desarrollo. Con el fin de ampliar aún más su alcance y fortalecer su efectividad, se han emprendido esfuerzos para promover una mayor colaboración entre el gobierno y el sector privado en su cumplimiento.

6. Me complace particularmente saber que Cuba ha acogido positivamente el Programa MTCP. Hasta la fecha un total de 50 funcionarios cubanos y de ellos solamente en este año 11 han participado en diversos cursos del MTCP. Considero que estos participantes se han beneficiado de una forma u otra de estos cursos y han podido contribuir positivamente a sus respectivas instituciones a su regreso a Cuba.

7. Al tiempo que contribuye a fortalecer los lazos y las relaciones pueblo a pueblo entre Malasia y Cuba, el programa MTCP constituye una vía y al mismo tiempo una oportunidad para que los participantes de todo el mundo se encuentren e interactúen en los niveles personal, social y laboral para compartir sus experiencias. Espero que puedan participar más cubanos en los diversos cursos que se ofrecen cada año mediante el Programa MTCP. También tengo la esperanza de que los ex alumnos del Programa MTCP puedan desempeñar un papel más activo en la promoción de las relaciones bilaterales entre los pueblos de nuestros dos países.

8. Finalmente, quisiera una vez más darle las gracias a todos por participar en la cena de esta noche y espero que puedan disfrutar de la actividad. Quisiera también aprovechar la oportunidad para desearles a todos un próspero y Feliz Año Nuevo.
