Speech by H.E. Ambassador Yean Yoke Heng on the occasion of the 51st National Day Reception 2008. (in English, Bahasa Malaysia and Spanish)

Ladies and Gentlemen,

I have the honour this evening to welcome His Excellency Commander of the Revolution Ramiro Valdés Menéndez, Minister of Informatics and Communications; His Excellency Otto Rivero, Vice President of the Council of Ministers, His Excellency Luis Herrera Martinez, Member of the Council of State; Her Excellency Georgina Barreiro Fajardo, Minister of Finance and Prices; Your Excellencies Ambassadors, members of the diplomatic corps, representatives of the various Government Ministries and Agencies, members of the mass media, ladies and gentlemen to our Reception this evening to celebrate Malaysia’s 51st National Day which fell on 31st August 2008. This year’s National Day theme is “Unity is the Core of Success”. According to my Prime Minister, the Honourable Dato’ Seri Abdullah Haji Ahmad Badawi, “Solidarity was the cornerstone of Malaysia’s political stability, social harmony and economic competitiveness. In fact, the world respected and held Malaysia in high regard because not many multiracial countries in the world had people living in tolerance, peace and harmony”.

2. It is indeed a great honour for the Embassy and me to be able to share this auspicious occasion with all of you. We are indeed delighted by your presence and I would like to personally express my sincere appreciation to all of you for joining us to celebrate this joyous occasion. Your presence here this evening demonstrates the continued bonds of friendship that have been firmly established between Malaysia and her friends.

3. Since achieving our independence 51 years ago, Malaysia had been able to make significant strides in the political, economic and social-cultural fields. Under its industrialization programme, Malaysia has rapidly transformed its economy from being a mainly agricultural producing country to an exporter of manufactured, high value-added goods and services. It is the Malaysian Government’s commitment to continue to implement appropriate policies to enable Malaysia to become a fully developed and industrialized nation by the year 2020. Malaysia will continue with its educational reforms, human capital development and capacity building to produce Malaysians with the necessary skills to help achieve this goal.

4. Malaysia and Cuba have maintained excellent bilateral relations since the inception of our diplomatic relations about 33 years ago. This has been manifested in recent years by the numerous high level visits, meetings and consultations held between the two countries, both at the bilateral and multilateral levels. Both the current and former Prime Ministers of Malaysia have visited Cuba. His Excellency Fidel Castro Ruz, the former President and the current President, His Excellency Raúl Castro Ruz have also similarly visited Kuala Lumpur. To date 49 Cuban officials have participated in various courses offered under the Malaysian Technical Cooperation Programme which is aimed at enhancing human resources capacity in developing countries. Malaysian students have also studied at Cuban medical colleges. These efforts, I believe, have provided excellent avenues for increased networking between the peoples of our two countries.

5. Bilateral cooperation and relations have been further enhanced as both Malaysia and Cuba share similar views on many international issues. Both countries are committed to fostering and enhancing cooperation among developing countries to build their capacities and capabilities to face the challenges posed by an increasingly globalised and uncertain world. Both countries have also abided by certain fundamental principles of good relations, in particular the principle of mutual respect for the sovereignty as well as the principle of non-interference in each other's internal affairs. In this regard, we look forward to working closely again with Cuba at the forthcoming 63^rd UNGA in New York this year.

6. It is indeed the ardent desire of my Government to further strengthen the already good relations that exist with Cuba. I will work closely with my counterpart in Kuala Lumpur, His Excellency Carlos Amores to reach this objective. I further wish to express our heartfelt appreciation to all the Cuban Officials who have made this possible and I am confident that the bilateral relations between Malaysia and Cuba will continue to strengthen and flourish in the years ahead. I finally would like to take this opportunity to express our heartfelt sympathy and commiserate with the Cuban people over the devastation wrought by Hurricane Gustav in the Isle of Youth and Pinar del Río regions. We sincerely hope that such a calamity will not occur again.

Saya merasa amat bertuah pada hari ini untuk mengalu-alukan Tuan Yang Terutama Ramiro Valdés Menéndez, Menteri Informasi dan Komunikasi; Tuan Yang Terutama Otto Rivero, Timbalan Presiden Majlis Menteri-menteri, Tuan Yang Terutama Luis Herrera Martinez, Anggota Majlis Mesyuarat Negeri; Puan Yang Terutama Georgina Barreiro Fajardo, Menteri Kewangan dan Harga; Tuan-tuan Yang Terutama, Wakil-wakil Perwakilan, Wakil-wakil Kerajaan dan Agensi, pihak Media, Tuan-tuan dan Puan-puan sekalian ke sambutan ulang tahun ke-51 Kemerdekaan Malaysia yang jatuh pada 31 Ogos 2008. Tema hari Kebangsaan pada tahun ini ialah Perpaduan Teras Kejayaan. Menurut yang Amat Berhormat Perdana Menteri Malaysia, Dato’ Seri Abdullah Haji Ahmad Badawi, “Perpaduan adalah asas kepada kestabilan, keharmonian sosial dan kelebihan persaingan ekonomi. Sememangnya, dunia memandang tinggi kepada Malaysia kerana adalah amat sedikit negara berbilang bangsa yang rakyatnya hidup bertolak ansur, aman dan harmoni seperti Malaysia’.

2. Saya dan kakitangan Kedutaan juga berasa amat bertuah kerana dapat bersama-sama meraikan hari yang istimewa ini. Saya ingin merakamkan penghargaan peribadi saya kerana dapat bersama-sama meraikan acara ini. Kehadiran semua mempamerkan ikatan persaudaraan yang berpanjangan yang telah sedia terjalin antara Malaysia dan sahabatnya.

3. Semenjak mencapai Kemerdekaan 51 tahun yang lalu, Malaysia telah berjaya mencapai kemajuan yang signifikan dalam bidang politik, ekonomi, sosial dan kebudayaan. Melalui pelan Perindustrian Negara, Malaysia telah berubah daripada negara berasaskan pertanian kepada negara pengeksport barangan pembuatan dan perkhidmatan. Kerajaan Malaysia terus komited untuk meneruskan polisi yang terbaik bagi mencapai objektif untuk menjadi negara maju dan perindustrian menjelang tahun 2020. Ke arah ini, Malaysia akan terus melakukan refomasi pendidikan dan pembangunan modal insan bagi melahirkan rakyat yang berdaya saing and berkeupayaan tinggi.

4. Malaysia dan Cuba mempunyai hubungan yang baik semenjak permulaan hubungan antara kedua-dua negara 33 tahun yang dulu. Hubungan baik ini terus mantap dan dipertingkat dan ini terbukti dengan jumlah pertukaran lawatan peringkat tertinggi, mesyuarat bersama dan perundingan yang kerap antara kedua negara. Perdana Menteri dan mantan Perdana Menteri Malaysia telah melawat Cuba dan begitu juga sebaliknya bagi Presiden dan mantan Presiden Cuba yang telah melawat Malaysia. Sehingga kini, 49 pegawai kerajaan Cuba telah menghadiri kursus di bawah kelolaan Malaysia Technical Cooperation Programme yang bertujuan meningkatkan keupayaan dan kualiti sumber modal insan negara-negara membangun. Selain itu, pelajar Malaysia juga ada mengikuti pengajian di kolej-kolej perubatan di Cuba. Kerjasama ini telah memberi peluang bagi rakyat kedua-dua negara merapatkan lagi hubungan dan jaringan kerja sesama mereka.

5. Hubungan dua hala juga telah dipertingkatkan kerana Malaysia dan Cuba berkongsi pegangan dan pendapat dalam banyak isu-isu antarabangsa. Kedua-dua negara juga komited untuk meneruskan hubungan dan kerjasama antara negara-negara membangun dalam menghadapi arus globalisasi. Malaysia dan Cuba juga menghormati prinsip hubungan baik diplomatik antarabangsa terutamanya dalam prinsip kedaulatan dan prinsip tidak campur tangan dalam hal dalaman negara lain. Dalam hal ini, Malaysia akan terus bekerjasama dengan Cuba untuk kepentingan bersama di Persidangan Bangsa-bangsa Bersatu ke-63 di New York pada tahun ini.

6. Sememangnya, adalah menjadi hasrat Malaysia untuk mengembangkan lagi hubungan sedia ada dengan Republik Cuba. Bagi mencapai objektif ini, saya akan terus bekerjasama rapat dengan rakan sejawatan saya, TYT Carlos Amores, Duta Besar Cuba ke Kuala Lumpur. Saya juga ingin merakamkan penghargaan saya kepada kakitangan dan pegawai-pegawai yang telah menjayakan sambutan ini dan saya yakin hubungan dua hala antara Malaysia dengan Cuba akan terus kukuh dan dipertingkat pada tahun yang mendatang. Akhir kata, saya juga ingin merakamkan ucapan takziah dan simpati ke atas kejadian ribut taufan tempoh hari yang menimpa negara Cuba terutamanya di wilayah Isle of Youth dan Pinar del Río. Kami mendoakan agar malapetaka seumpama itu tidak akan berulang lagi.

Esta noche tengo el honor de dar la bienvenida a los Excelentísimos Señores

Comandante de la Revolución Ramiro Valdés Menéndez, Ministro de la Informática y las Comunicaciones; Excma. Sra. Georgina Barreiro Fajardo, Ministra de Finanzas y Precios; a los Excelentísimos Señores Embajadores, miembros del cuerpo diplomático, representantes de varios Ministerios e Instituciones del Gobierno, medios de prensa, señoras y señores a nuestra Recepción de esta noche para celebrar el aniversario Cincuenta y Uno de la Fiesta Nacional de Malasia que se conmemoró el pasado 31 de agosto de 2008. El Tema de la Fiesta Nacional de este año es “La Unidad es la Base del Éxito”. Según expresara mi Primer Ministro, el Honorable Dato’ Seri Abdullah Haji Ahmad Badawi, “La Solidaridad fue la piedra angular de la estabilidad política, la harmonía social y la competitividad económica de Malasia. De hecho, el mundo respetaba y sentía una alta estima por Malasia porque en no muchas naciones multirraciales del mundo las personas vivían en la tolerancia, la paz y la harmonía”.

2. Es un gran honor para la Embajada y para mí poder compartir esta feliz ocasión con todos ustedes. Nos sentimos muy complacidos por su presencia y desearía expresarles personalmente mi más sincera gratitud a todos ustedes por estar con nosotros en esta ocasión de júbilo. La presencia de ustedes aquí esta noche constituye una demostración de los Fuertes lazos de amistad que se han forjado entre Malasia y sus amigos.

3. Desde que alcanzamos nuestra independencia hace 51 años, Malasia ha logrado dar pasos importantes en las esferas política, económica y sociocultural. Como parte de su programa de industrialización, Malasia ha transformado rápidamente su economía de país mayormente agrícola a la de exportador de bienes y servicios manufacturados y de alto valor agregado. Constituye un compromiso del Gobierno de Malasia continuar llevando a cabo políticas correctas que le permitan a Malasia alcanzar la condición de nación plenamente desarrollada e industrializada en el año 2020. Entre otros aspectos, Malasia le dará continuidad a sus reformas educacionales, el desarrollo del capital humano y la creación de la capacidad para formar Malasios que posean las habilidades necesarias para ayudar a alcanzar este objetivo.

4. Malasia y Cuba han mantenido excelentes relaciones bilaterales desde el inicio de nuestras relaciones diplomáticas hace unos 33 años. Esto se ha puesto de manifiesto en los últimos años a través del intercambio de numerosas visitas de alto nivel, encuentros y consultas llevadas a cabo entre los dos países, tanto a nivel bilateral como multilateral. Tanto el actual como el anterior Primer Ministro de Malasia han visitado a Cuba. El Excmo. Sr. Fidel Castro Ruz, ex-Presidente y el actual Presidente, el Excmo. Sr. Raúl Castro Ruz también han visitado de igual modo Kuala Lumpur. Hasta la fecha 49 funcionarios cubanos han participado en diversos cursos del Programa de Colaboración Técnica de Malasia el que está dirigido al mejoramiento de los recursos humanos en los países en desarrollo. También los estudiantes malasios han podido estudiar en las universidades de medicina de Cuba. Considero que estos esfuerzos han brindado oportunidades excelentes para elevar la comunicación y los intercambios entre los pueblos de nuestros dos países.

5. La colaboración y las relaciones bilaterales han mejorado aún más por el hecho de que tanto Malasia como Cuba comparten puntos de vista similares sobre muchas cuestiones internacionales. Ambos países se hallan comprometidos con la promoción y el fortalecimiento de la cooperación entre los países en desarrollo con el objetivo de elevar sus capacidades y posibilidades para enfrentar los desafíos impuestos por un mundo cada vez más globalizado e incierto. Ambos países han respetado también ciertos principios que son fundamentales para unas buenas relaciones, particularmente el principio del respeto mutuo por la soberanía, así como el principio de la no-injerencia en los asuntos internos del otro país. En este sentido, esperamos poder trabajar estrechamente de nuevo con Cuba en el venidero 63 Período de Sesiones de la Asamblea General de la ONU en Nueva York.

6. Constituye el deseo más ardiente de mi gobierno poder fortalecer aún más las buenas relaciones que ya existen con Cuba. Trabajaré estrechamente con mi homólogo en Kuala Lumpur, el Excmo. Sr. Carlos Amores, para alcanzar este objetivo. Quisiera expresarles nuestro agradecimiento más profundo a todos los funcionarios cubanos que han permitido que esto sea posible y confío en que las relaciones bilaterales entre Malasia y Cuba se sigan fortaleciendo y prosperen más en los años futuros. Finalmente, quisiera aprovechar esta oportunidad para expresar nuestro más profundo pesar y decir que acompañamos al pueblo de Cuba en su sentir por los estragos causados por el Huracán Gustav en la Isla de la Juventud y Pinar del Río. Esperamos sinceramente que esta calamidad no ocurra nuevamente.
