GUIDELINES OF ENTRY AND QUARANTINE PROCESS
FOR PERSON UNDER SURVEILLANCE (PUS) ARRIVING MALAYSIA FROM ABROAD
STARTING 1 JUNE 2020
As of 3 April 2020, all persons entering Malaysia were subject to compulsory quarantine at the Quarantine Stations specified.
- Starting 1 June 2020, the quarantine charges shall be as follows:
- For Malaysians: 50% of the total cost (currently RM75 per day, or RM1050 for 14 days);
However, Malaysians can also choose to self-pay at the full rate agreed upon.
- For non-Malaysians: full cost at RM150 per day, or RM2100 for the 14 days
These included expatriates, holders of MM2H, Permanent Resident status-holders
- Non-Malaysian Dependents to Malaysians citizens will be charged at the same rate as non-Malaysians, i.e. RM150 per day per person for a period specified by the Ministry of Health
- People with Disabilities cardholders of the Social Welfare Department: The Government will bear the cost of the Quarantine.
A deposit / full payment will be made by PUS to the hotel management during the check-in process. The balance payment or refund will be made upon checkout. Credit card usage is encouraged.
What do you need before entering Malaysia?
- In addition to the normal immigration requirements, all persons must:
- Sign a letter of undertaking and indemnity. The letter may be obtained from:
- The Ministry of Foreign Affairs website www.kln.gov.my

- Obtain a Journey Permission Letter from the Embassy of Malaysia in Caracas. This may be obtained via email correspondence, and must be submitted:
- together with the LoU (above); and
- at least three days before the date of departure
- Present the Journey Permission Letter to the airlines upon check-in.
Upon Arrival
- Upon arrival at the International Gate, the PUS will go through the following process:
- Health Inspection and Screening by the Ministry of Health
Preliminary health screening will be conducted. Those who show symptoms of Covid-19 will be further tested with the Covid-19 test either at the International Gate itself, or at the Quarantine Centre.
A Health Assessment Tool (HAT) will be provided to all PUS for self-monitoring purposes throughout the quarantine period.
- Registration at the entrance
The LoU must be presented to the officer on duty and the Management Committee will manage the logistics of PUS to the designated Quarantine Station. PUS is select the Quarantine Station.
- Immigration, Customs and logistics to the Hotel
PUS will undergo a regular check-in process through Immigration and Customs counters.
Non citizens who fail to submit LoU upon arrival may be imposed a Not-To-Land (NTL) order by the Immigration Department.
At the Quarantine Centre
- The PUS will go through the following steps:
- Registration/ Check In
Present the original copy of LOU to the Quarantine Station staff and to make deposit and / or full payment to the hotel management before PUS is allowed to check in to the hotel room.
- During Quarantine
A hotel room can only occupy one (1) PUS at a time. Any applications for more PUS in a room should be referred to the designated Health Officer.
PUS should conduct daily self-health assessments and report to the Quarantine Station staff if they start experiencing any irregularities. PUS must adhere to all SOPs and advice from the Quarantine Station Staff.
- Check Out Process
PUS will be issued a release order upon the completion of the quarantine period. Movement permits will be issued accordingly for the purpose of cross-border movement. PUS will arrange their own transportation to return home.
